3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A ONE (1)-YEAR CONTRACT WITH OUR HOUSE IN AN
5 AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS
6 ($100,000.00) TO PROVIDE POSITIVE PREVENTION
7 PROGRAMMING, ENDORSED BY THE COMMISSION ON
8 CHILDREN, YOUTH AND FAMILIES; AND FOR OTHER PURPOSES.

10 WHEREAS,as part of the continued efforts to fund special programs with Prevention
11 and Intervention dollars that will benefit children,youth and families within the City;and,
12 WHEREAS,Positive Prevention Programs are community programs conducted by non-profit
13 and faith-based organizations which may be located throughout the communities of the City of Little Rock;
14 and,
15 WHEREAS,after issuing Requests for Proposal(RFP)Bid No.2671 - Positive Prevention
16 Programs, ages six(6)-twelve(12),and,
17 WHEREAS,A review committee met to evaluate the qualifications and responses of the various non-
18 profit, and faith-based organizations, of which applicants met the minimum scores for funding
19 consideration; and,
20 WHEREAS,upon the formal adoption of this resolution,any negotiation processes will begin with an
21 intent to execute contracts with each of the organizations.
22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City Manager is authorized to enter into a one(1)-year contract with
25 OUR HOUSE to provide Positive Prevention Programs in 2025,in an amount not to exceed One Hundred
26 Thousand Dollars($100,000.00)per contracted Positive Prevention Program.
27 Section 2.Funds for these programs are available in the 2025 Budget of the Community
28 Programs Department,Account No.108159
29 Section 3.The term for each contract listed in Section 1 of this resolution shall be for a
30 period no longer than a calendar year of twelve(12)months,and will operate between January
31 1,2025,through December 31,2025,with the final report due January 31,2026,with an
32 understanding that the City ratifies, accepts,and will compensate any work done between
33 January 1,2025,and the effective date of the approved contract.

1 Section 4.All payments are conditioned upon entry into contracts for services that are in a
2 form acceptable to the City Attorney; further,nothing in this resolution prevents the City from
3 being able to offer similar services to any vendor during 2025 if, in its sole discretion, it decides
4 to do so.
5 Section 5.Severability.In the event any title,section,paragraph, item, sentence,clause,
6 phrase,or word of this resolution is declared or adjudged to be invalid or unconstitutional,
7 such declaration or adjudication shall not affect the remaining portions of this resolution, which
8 shall remain in full force and effect as if the portion so declared or adjudged invalid or
9 unconstitutional were not originally a part of the resolution.
10 Section 6.Repealer.All laws, ordinances and resolutions, or parts of the same,that are
11 inconsistent with the provisions of this resolution,are hereby repealed to the extent of such
12 inconsistency.
