HomeMy WebLinkAboutS-1684 ApplicationMEMORANDUM TO: DONNA JAMES, SUBDIVISION ADMINISTRATOR FROM: CHRISTY MARVEL, PLANS DEVELOPMENT ADMINISTRATOR SUBJECT: REVIEW OF THE BUFFER AND LANDSCAPE REQUIREMENTS OF THE FEBRUARY 16th, 2012 PLANNING COMMISSION AGENDA CC: DANA CARNEY, ZONING & SUBDIVISION MANAGER DATE: January 23, 2012 NEW BUSINESS: 5. 15,924 Cantrell Road Z-8117-A Site plan must comply with the City's minimal landscape and buffer ordinance requirements. The Highway 10 Overlay District requires a forty foot (40') wide landscape strip along Highway 10; currently parking is shown within this area; remove the parking from this area or a variance must be obtained for it to remain in this area. The proposed land use buffer along the western perimeter abutting residential property is less than the 25-feet average width required by the Highway 10 Overlay District Ordinance. The proposed land use buffer along the eastern perimeter abutting Tulley Cove is less than the 15-feet average width required by the Highway 10 Overlay District Ordinance. The zoning buffer ordinance requires an average street buffer of twelve foot (12') along Cantrell Road. The site plan appears to be deficient in meeting this minimal requirement. The zoning buffer ordinance requires an average street buffer of nine foot (9') along Tulley Cove Road. The site plan appears to be deficient in meeting this minimal requirement. The landscape ordinance requires a nine foot (9') wide landscape perimeter around the sites entirety. A variance from this minimal amount must be obtained from the City Beautiful Commission prior to the issuance of a building permit. A screening fence is typically required between your property and the neighboring property; however, some of this area is located within a floodway area and thus fences are not allowed. Get with the Public Works Department regarding an alternative to fencing the required area(s). An automatic irrigation system to water landscaped areas will be required. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. The City Beautiful Commission'recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. 6. Trice Surgery Center LZ-8296-A) Site plan must comply with the City's minimal landscape and buffer ordinance requirements. Areas set aside for buffers and landscaping appear to not meet with ordinance requirements. An automatic irrigation system to water landscaped areas will be required. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. Recommendation of our native species Loblolly Pine saplings in addition to 2 '/2" caliper hardwood mix. Site plan must comply with the City's minimal landscape and buffer ordinance requirements. What are the plans for watering the new vegetation until propagation and establishment? 3013 Fair Park Boulevard (Z-8631-A Site plan must comply with the City's minimal landscape and buffer ordinance requirements. There are two parking spaces that encroach into the required buffer area and into the required landscape perimeter. Six foot nine inches (6'-9") is the minimum distance allowed; recommend removal of two parking spaces to reach full compliancy. Fair Park is known for its large Oak Trees; it is highly recommend to save any of these on site as possible and to also plant back the same type species; larger caliper than required per the landscape ordinance. „ The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. The property to the south and to the north are zoned residential; therefore, a six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the southern and northern perimeters of the site. 9 Sta ecoach Road Z-8741 Site plan must comply with the City's minimal landscape and buffer ordinance requirements. A thirteen -foot (13') wide land use buffer is required to separate this proposed development from the residential property on the northern and southern, perimeters of the site. Seventy percent (70%) of these buffers are to remain undisturbed. A nine -foot (9') wide land use buffer is required to separate this proposed development from the residential property on the eastern and western, perimeters of the site. Seventy percent (70%) of these buffers are to remain undisturbed. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the northern, southern, eastern, and western perimeters of the site. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. Curb and gutter or another approved border will be required to protect landscaped areas from vehicular traffic. The landscape ordinance requires a minimum of 8 % of the paved areas be landscaped with interior islands of at least 71/z feet in width and 150 square feet in area. Proposed plan does not currently reflect this minimum. A small amount of building landscaping will be required. The City Beautiful Commission recommends preserving as many existing trees as feasible on this tree covered site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger.
