NAME: AEDD Subdivision Site Plan Review
LOCATION: located at 105 East Roosevelt Road
Plannina Staff Comments:
S-1650
1. Provide notification of property owners located within 200 feet of the site, complete
with the certified abstract list, notice form with affidavit executed and proof of
mailing. The notice must be mailed no later than March 24, 2010. The Office of
Planning and Development must receive the proof of notice no later than April 2,
2010.
2. Provide a note on the site plan indicating the proposed screening mechanism along
the southern perimeter.
3. Provide a note in the general notes section of the site plan indicating the maximum
building height.
4. Provide a note on the site plan indicating any existing or proposed signage including
total height and total area for ground mounted signage and the maximum
percentage of the facade area for building signage.
5. All site lighting must be low level and directed downward and into the site not over-
spilling onto adjacent properties.
6. Provide the location of any existing or proposed dumpsters on the site plan. If
dumpsters are proposed will the dumpster service be limited to daylight hours.
7. Provide a note in the general notes section of the site plan indicating the percentage
of building coverage.
Variance/Waivers: A variance from Section 36-502 to allow parking at a lesser rate
than typically required per the office zoning district.
Public Works Conditions:
1. Roosevelt Road is classified on the Master Street Plan as a principal arterial with
special design standards. Dedication of right-of-way to 35 feet from centerline will be
required.
2. Sidewalks with appropriate handicap ramps are required in accordance with Section
31-175 of the Little Rock Code and the Master Street Plan.
3. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-
of-way prior to occupancy.
4. Plans of all work in right-of-way shall be submitted for approval prior to start of work.
Obtain barricade permit prior to doing any work in the right-of-way from Traffic
Engineering at (501) 379-1805 (Travis Herbner).
5. Obtain permits for improvements within State Highway right-of-way from AHTD,
District VI.
6. Stormwater detention ordinance applies to this property. Show the proposed
location for stormwater detention facilities on the plan.
7. Measures to control the increase in stormwater runoff from the increased impervious

surface should be implemented to not damage adjacent property.
8. Provide a Sketch Grading and Drainage Plan as required per Section 29-186 (e) to
show the propose height of the retaining wall on the south end of the property.
9. It is suggested, the driveway along the western property line should be platted as an
access easement.
Utilities and Fire Department/County Planning:
Wastewater: Sewer is available to this project.
Entergy: No comment received.
Center -Point Energy: No comment received.
AT & T: No comment received.
Central Arkansas Water: All Central Arkansas Water requirements in effect at the time
of request for water service must be met. The Little Rock Fire Department needs to
evaluate this site to determine whether additional public and/or private fire hydrant(s)
will be required. If additional fire hydrant(s) are required, they will be installed at the
Developer's expense. Please submit plans for water facilities and/or fire protection
system to Central Arkansas Water for review. Plan revisions may be required after
additional review. Contact Central Arkansas Water regarding procedures for installation
of water facilities and/or fire service. Approval of plans by the Arkansas Department of
Health Engineering Division and Little Rock Fire Department is required. Contact
Central Arkansas Water regarding the size and location of the water meter. The
facilities on -site will be private. When meters are planned off private lines, private
facilities shall be installed to Central Arkansas Water's material and construction
specifications and installation will be inspected by an engineer, licensed to practice in
the State of Arkansas. Execution of Customer Owned Line Agreement is required.
Fire Department: Place fire hydrants per code. Contact the Little Rock Fire
Department for additional information.
County Planning: No comment.
CATA: The site is located on CATA Bus Route #6 — the Granite Mountain Route.
Parks and Recreation: No comment.
Planning Division: No comment.
Landscape:
1. Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
2. The addition of the building will require full compliance with the City of Little Rock's
landscape ordinance.

3. The proposed site plan reflects a parking lot encroachment from an adjoining
property.
4. The plan is difficult to delineated; however, it appears the parking lot(s) encroach
into the required nine foot (9') landscape perimeter. Therefore, the construction will
include the removal of asphalt to meet this minimal city requirement. A variance
from this minimum requirement must be obtained from the City Beautiful
Commission prior to the issuance of a building permit.
5. The landscape ordinance will also require interior landscaping equivalent to eight
percent (8%) of the paved surface area. Currently, the site reflects zero.
6. An automatic irrigation system to water landscaped areas will be required.
_Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include
the additional information as noted above) to staff on Wednesday, March 24, 2010.

NOTICE IS HEREBY GIVEN THAT an application for a Subdivision Site Plan Review
of the above property has been filed with the Department of Planning and Development.
A public hearing will be held by the L.R. Planning Commission in the Little Rock Board
of Directors Chambers, second floor, City Hall, 500 West Markham Street, on April $

Dear Donna,
The scope of this project consists of a new 9000 square foot office / multi purpose building
located on the same property site of AEDD's existing office building which contains
approximately 5000 square feet. The new building will connect to the existing building via
covered walkway. The new building will consist of two stories of office space and a single story
of multi purpose space. The main function of the multi purpose room is to support evening and
weekend functions for the adult mentally disabled clients who will be transported to the site by
van or bus. There is currently 13 employees housed in the existing office building and 6
employees will be housed in the new office building. There are currently 24 parking spaces on
site. City code requires 1 parking space per 400 square feet of office building space. The total
square footage for the existing building and proposed new building is 13,500 square feet which
per code requires 34 parking spaces. It is AEDD's opinion that there is ample parking space to
support the daily staff parking requirement of 19 employees (current and future combined).
Although additional parking has never been needed, AEDD has a verbal agreement to use the
parking lot (30 spaces) across Roosevelt that is owned by the church next to AEDD and the
parking lot (15 spaces) east of AEDD that is owned by the free health clinic.
Therefore, AEDD respectfully requests a variance for a reduction in the required number of
onsite parking spaces from 34 spaces to 24 spaces.
