That is surprising. Understandable that the scope of work might need to be reduced. The scope of work for the COA application is identified section B of the staff report in section B: “The application requests for the alteration of the rear (west) two-story enclosed porch, the removal and replacement of the existing ADA ramp, the installation of new handrails on the south and east porches, the enclosure of the south porch pier foundation, and the removal of paint from the brick window hoods and second story brick belt course.” Please let me know if there are any changes that need to be made? Regarding the scope of work that can be administratively reviewed, please see attached draft Certificate of Compliance for the remainder of the project activities at 700 Rock Street. Please review this attached draft COC and confirm if the COC reflects the remaining scope of your project, if anything needs to be removed due to scope changes, or anything needs to be added. Once confirmed, Staff will then sign and send a copy back to you for your records. Please let me know if the scope of work for administrative review needs to be amended in consideration of the grant and required scope changes. I did see on page A1.1 of the architectural drawings that there is a desire to install a new ground mounted historical marker. If this is still the case, I will need more information about the marker, including height, marker program (QQA? AHPP?), material, and content. If the historical marker is being put on hold due to scope changes, no worries. Historical markers can be reviewed administratively depending on size. We will meet this week to verify the SOW for the COA Application Review July 3rd. Will the only SOW for review by the Commission be the 3 items in the Staff Recommendations for the June 6th meeting? : "1. The proposed siding on the rear porch be exchanged for simple solid panels below the windows to avoid conjecture. 2. The accessibility ramp be composed of wood with wood railings or a simple, dark colored metal ramp system that can be easily removed. 3. The owner will consult technical staff at the Arkansas Historic Preservation Program and National Park Service to determine whether paint should be removed or if parged coating reapplied and repainted on the window hoods and second story belt course."
