Good afternoon, Donna,
Current COC and Ordinary Maintenance
Please see attached copy of the signed COC. The original COC will be mailed to the owner’s mailing
address listed with the county assessor. Please upload the attached copy of the signed COC to your
building permit application when you apply, if one is required.
The COC, or the copy, is required to be posted to the property in a location visible from the public right-
of-way during your project work. This is primarily for our code enforcement officers and surrounding
neighbors to see that the work has been permitted.
Once you have completed the work, please provide photographs of the completed project or schedule a
time with me to come review the completed work on site. Either works for this project scope.
Garage Demo & Rear Exterior Alterations
Concerning both the alterations to the rear porches and staircase and the demolition of the garage,
exterior alterations and demolitions cannot be administratively reviewed. The property owner, or their
agent, will need to file a separate application for a Certificate of Appropriateness (COA) requesting
approval for demolition and the exterior alterations and be scheduled for a public hearing before the
Historic District Commission. This includes a filing fee and notification to surrounding property owners.
The Planning & Development Department permit desk will require an approved COA before a permit can
be issued for either project. Please review the MacArthur Park Design Guidelines for guidelines relevant
to your two projects and review the Certificate of Appropriateness application instructions for required
submittal documents, public notification requirements, and the filing fee. The next filing deadline is June
3rd to be heard at the July 3rd Historic District Commission meeting. You can include both the demolition
of the garage and the exterior alterations of the rear porches in one application request. I’ve attached the
Certificate of Appropriateness application here again for convenience. You will need to complete the
entire application for these two projects. If you have any questions, please don’t hesitate to reach out.
Quick question, what is the square footage of the detached garage, not including the carport section?

This is what the new staircase will look like for the steps going to the second floor and the posts from the
lower to the upper decks. Lattice around the vacant areas under porch and new, to code, hand and porch
rails for the lower steps. Also, the garage is beyond affordable repair and we have decided to demo it. I
talked to Tom Marr and he informed me the garage was not contributing. Do I need to do anything special
with you to take it down? Or just get a demo permit from the city? Thank you for your time.

for your project at 524 E 6th. Please review this draft and confirm if the COC reflects the full
scope of your project. Once confirmed, Staff will then sign and send a copy back to you for
your records.
One question regarding your scope of work. The application states that you are securing
the rear exterior staircase. Will this result in an design alterations to the staircase or rear
enclosed porches or is this the repair of the existing staircase?

some basic information about the MacArthur
Park Local Ordinance District and the Little Rock
Historic District Commission:
The property at 524 E 6th Street is within the
MacArthur Park Local Ordinance District. The
goal of the local ordinance district is to protect
and preserve the unique and valued qualities of
such an area, its urban design, architectural
character, and historic materials in buildings
and in landscapes. A property owner in this
district is subject to the rules and regulations as
set forth by the City of Little Rock ordinances,
Municipal Code Chapter 23, Sec. 76-160, that is
based on Arkansas State law. Any exterior
renovation of structures, additions, fencing, or
other site features needs to be issued a
Certificate of Appropriateness either
administratively approved by staff or reviewed by
the Little Rock Historic District Commission at
their regularly monthly public meetings.

to your scope of work, including project
description, materials, and photos of existing
conditions. Following review and approval by
staff, you may continue your project.
Lastly, Planning & Development staff have

GIS technology as a resource for property
owners and residents to access key information
regarding each site: MacArthur Park Historic
District Interactive Map.
