AR 72204 taraybruce01 @gmail.com 501.454.0205 August 23, 2024 City of Little Rock Planning Commission Department of Planning and Development 723 West Markham Street Little Rock, AR 72201 Dear Members of the Planning Commission, I am writing to request approval for a Special Use Permit to construct a shared living home for independent senior women aged 62 and older at 4405 West 11th Street in the Forest Hills Neighborhood of Little Rock, Arkansas. This project aims to meet the growing demand for affordable, supportive housing for senior women, thereby contributing to the city's objectives of fostering inclusive and diverse community development. Overview of the Proposed Project The project involves building a 1,507-square-foot, three -bedroom, two -bathroom home designed specifically for senior women ages 65+. It will accommodate four to six residents, each with private or semi -private spaces and shared common areas, all designed with accessibility and safety in mind. The property will also include a garden and recreational spaces to promote physical activity and social interaction. This model of housing offers not only affordability but also a supportive environment that fosters community and independence among residents. Significance of the Project This project addresses the critical need for affordable, safe, and supportive housing for senior women, a demographic often facing housing instability, social isolation, and limited access to necessary services. By creating a supportive living environment, this project will not only improve lives, but also strengthen the Forest Hills community by fostering inclusivity and reducing pressure on social services. According to recent studies, living alone has been found to be positively associated with specific health concerns, such as poorer health habits, lower levels of psychological well-being, institutionalization, and mortality, among older adults. Elderly people who reside alone are more likely to be female, widowed, and unemployed and have poorer self -rated health and more problems with physical function. Elderly people living alone were also more likely to report a higher level of depressive symptoms than those who did not. Services and Programs Offered The home will provide residents with access to essential services, including health and wellness programs, educational and vocational support, and opportunities for social and recreational activities. These services are designed to foster independence while ensuring residents have the support they need to thrive. Through partnerships with local organizations and coordinated access to transportation, we will ensure that residents can easily participate in community events, health and wellness programs, and educational opportunities. This holistic approach empowers residents to maintain their independence while staying connected to the broader community. Policies and Procedures for Order and Safety The safety and well-being of residents are paramount. Our comprehensive policies and procedures include resident agreements, regular property inspections, conflict resolution protocols, and robust security measures. The operations manager, trained in emergency response and conflict resolution, will ensure the home is a safe and supportive environment. All policies comply with local housing and safety regulations, ensuring the highest standards of operation. Conclusion and Call to Action We urge the Planning Commission to approve our application for the Special Use Permit, for 4405 West 11 th Street, recognizing the significant positive impact this project will have on both the senior women it serves and the broader Forest Hills Neighborhood.
