Staff presented the item stating the applicant had failed to provide staff with the requested information to move this proposed plat forward. Staff presented a recommendation of deferral of the item to the April 12, 2007, public hearing. There was no further discussion of the item. The Chair entertained a motion for placement of the item on the consent agenda for deferral. The motion carried by a vote of 9 ayes, 0 noes and 2 absent. Staff recommends this item be deferred to the May 24, 2007, public hearing to allow the applicant additional time to provide staff with the requested information to move the item forward to the Subdivision Committee. ITEM NO.: 4. 5-1556 NAME: Wise Subdivision Preliminary Plat LOCATION: located at 10329 Mann Road Planning Staff Comments: 1. Provide notification of abutting property owners of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than February 14, 2007. The Office of Planning and Development must receive the proof of notice no later than February 22, 2007. 2. Provide a preliminary plat including all the required documentation from the preliminary plat check list. Variance/Waivers: None requested. Public Works Conditions: 1. Mann Road is classified on the Master Street Plan as a collector street. A dedication of right-of-way 30 feet from centerline will be required. 2. A 20-foot radial dedication of right-of-way is required at the intersection of Mann Road and future cul de sac. 3. With site development, provide the design of the street conforming to the Master Street Plan. Construct one-half street improvements to Mann Road including 5-foot sidewalk with the planned development. 4. With site development, provide the design of the street conforming to the Master Street Plan. Construct street improvements to the future cul de sac to a minor residential street standard with the planned development. 5. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Site grading, and drainage plans will need to be submitted and approved prior to the start of construction. 6. The property has a drainage path near the location of the future street. Provide a Sketch Grading and Drainage Plan per Section 29-186 (e). 7. Storm water detention ordinance applies to this property. Show the proposed location for storm water detention facilities on the plan. 8. If disturbed area is 1 or more acres, obtain a NPDES storm water permit from the Arkansas Department of Environmental Quality prior to the start of construction. 9. Plans of all work in right-of-way shall be submitted for approval prior to start of work. Obtain barricade permit prior to doing any work in the right-of-way from Traffic Engineering at (501) 379-1805 (Travis Herbner). 10. Prepare a letter of pending development addressing streetlights as required by Section 31-403 of the Little Rock code. Contact Traffic Engineering at (501) 379- 1813 (Steve Philpott) for more information regarding street light requirements. Item # 4 Utilities and Fire Department/County Planning: Wastewater: Sewer main extension required with easements. Contact Little Rock Wastewater Utility at 688-1414 for additional information. Entergy: No comment received. Center -Point Energy: Approved as submitted. AT & T: No comment received. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. A Capital Investment Charge based on the size of the meter connection(s) will apply to this project in addition to normal charges. A water main extension and additional fire hydrant(s) will be required in order to provide service to this property. This development will have minor impact on the existing water distribution system. Proposed water facilities will be sized to provide adequate pressure and fire protection. Fire Department; Place fire hydrants per code.
