for the above described property has been filed with the Department of Planning and Development. This notice
is provided to inform owners within a 200-foot legal notification boundary of issues that may affect their
neighborhood.
A public hearing for said application will be held by the Little Rock Planning Commission in
the The Board of Directors Chamber, second floor, Little Rock City Hall, located at 500 W.
Markham Street, Little Rock, Arkansas, on: _____________________________, at 4:00pm

Interested parties may participate in the public hearing to be held at the above-mentioned place
and time, by registering in-person at the public hearing, or in one of the following ways:

statement to lrzoning@littlerock.gov, including associated item name(s) or file number(s.) The
comments/statements will be submitted for consideration to the Planning Commission.

Primary residence used as a family home for eight, with a secondary
use to hold occassional indoor culinary lunches and dinners, family events, garden tours, and hold NO MORE than 12-15
outdoor events. We will grow seasonal produce, raise chickens and bees to share at Farmers Market. Operating hrs during

As stated above, individuals wishing to participate in the public hearing in person may do so,
however, social distancing will be practiced at all times. Registration cards will be available from
City staff members at the public hearing site and interested parties may otherwise register and
participate as described above.
Project applications and related information are available for visual review in the Department of Planning
and Development, 723 West Markham, Little Rock, Arkansas. Interested parties are invited to contact the
Planning and Development Department by phone at (501)371-4790 to discuss application details or make
arrangements to review available information.

Hi Ferndale Neighbor,
My name is Jennifer Maune, and I’m writing to share that my family is planning to take ownership of
Goodwin Manor as our primary residence. The property will first and foremost be where we raise our six
young children. I am a certified chef, and we want to raise seasonal produce, chickens and bees, and
host occasional indoor culinary lunch and dinners, family events, garden tours, and outdoor evening
events (limited to 12-15 a year).
Since we are part of the extraterritorial planning jurisdiction of Little Rock, we must apply for a planned
commercial development permit to do any of the above. And we are asking for your support. This permit
will allow me to sell produce at local farmers markets and share our home with the community a limited
number of times each year. This permit also further restricts what we can do or build on the property. The
world “commercial” may scare folks, but our plans will only enhance the property and add value to the
community. We believe in land conservation, so we want to protect the peaceful environment that
surrounds Ferndale.
A little about us: My husband Brian and I were born in Little Rock. After college, we raised our family in
West Pulaski Country, and our children attend school locally in the Pulaski County Special School
District (PCSSD). My husband served as a volunteer on the PCSSD School Board for 7 years, and I have
been active in our Elementary, Middle and High Schools as a volunteer Homeroom Mom, PTO Board
Member and I feed the Robinson football team weekly. We attend church locally and have a heart for
serving multiple charities. We love our hometown of Little Rock and plan to take great care of Goodwin
Manor and respect the beautiful terrain.
We plan to keep the property as is initially, but over time plan to build the vegetable garden. We plan to
build a barn to house chickens and farm equipment, and a greenhouse to house winter crops and plants.
Both structures will be in line with the architectural design of the beautiful estate.
As a Chef, I have a ServeSafe license, and any food served on property will be prepared in a Commercial
Kitchen certified by the Arkansas Department of Health. We worked with our volunteer fire department to
get an inspection, and confirmed they can get fire trucks to service the Manor. We will be widening the
entrance driveway from Garrison, which will be the ONLY access point used for guests. Please note there
is a padlocked gate preventing access to the easement road going to Kanis, and it will never be used. We
are limiting to no more than 150 guests, and parking to 60 spaces and 5 ADA spaces. We’ve also agreed
that the property will revert back to a Residence when our family sells in the future.
Please note this is not a wedding business, nor is this an event center. It is a family home that wishes to
open our home to the community on a limited basis. Please contact me via phone for any questions you
