That Chapter 30 of the Code of Ordinances is amended to provide 13 for a reduction of certain requirements within the Master Street Plan for Cantrell Road 14 and Mississippi Avenue for Springfield Holdings for the Springfield Holdings Addition 15 Replat, located on the southwest corner of Cantrell Road and Mississippi Avenue. 16 17 Subsection a. Chapter 30 Article VI requires developers to dedicate right- 18 of -way to the requirements of the Master Street Plan. The specific waiver is for 19 a reduction of the right-of-way dedication as required by the Master Street Plan 20 along Cantrell Road as part of the Springfield Holdings Addition Replat to at 21 most 46 feet from centerline to provide installation of a right turn lane and 22 sidewalk with additional lane widening to meet the AHTD specification along the 23 frontage of the property with development. 24 Subsection b. Chapter 30 Article VI requires developers to dedicate right- 25 of -way to the requirements of the Master Street Plan. The specific waiver is for 1 a reduction of the right-of-way dedication as required by the Master Street Plan 2 along Mississippi Avenue as part of the Springfield Holdings Addition Replat to 3 30 feet from centerline. Sidewalk will be installed and curb cuts closed along 4 Mississippi Avenue with development. 5 6 Section 2. FISCAL IMPACT None. RECOMMENDATION Staff recommends approval of the requested right-of-way abandonment. The Planning Commission voted to recommend approval of the requested right-of-way abandonment, as recommended by Staff, by a vote of 10 ayes, 0 noes and 1 absent. CITIZEN The Planning Commission reviewed the proposed right -of - PARTICIPATION way abandonment in conjunction with its review of a replat request for the Springfield Holdings Addition (5-1547) at its October 26, 2006, meeting. There were no objectors present. All abutting property owners and the Meriwether Neighborhood Association were notified of the Public Hearing. BACKGROUND The applicant is requesting a portion of the right-of-way located in Block 1 Bellevue Addition be abandoned as public right-of-way including the abandonment of all utility and drainage easements. The applicant's request includes the abandonment of an unimproved alley running west from Mississippi Avenue in Block 1 of Bellevue Addition to the City of Little Rock lying south and adjacent to Lots 1 through 8 and north and adjacent to Lots 9 through 16 of the Bellevue Addition. The length of the abandonment is approximately 331 feet. The abutting property owners will each receive an equal portion of the abandonment. The request is in conjunction with the Springfield Holdings Replat (S-1547). All utility companies and Public Works have approved the request to abandon the easement rights as well. To Staff s knowledge, there are no outstanding issues associated with the proposed request.
