HomeMy WebLinkAboutS-1528 Staff AnalysisITEM NO.: 5. NAME: Kroger Subdivision Site Plan Review LOCATION: located at 8415 West Markham Street Planning Staff Comments: S-1528 1. Provide notification of abutting property owners of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than July 19, 2006. The Office of Planning and Development must receive the proof of notice no later than July 28, 2006. 2. The proposed placement of the fuel center interferes with access and circulation within the site and potentially causes stacking into the drive. Move the proposed center to the east to allow circulation to continue through the site. 3. Provide details of the proposed signage located on the canopy (height/area). 4. Will any additional ground mounted signage be added to the site? If so proposed the location of the proposed signage. 5. Will there be any display areas located on the site for placement of automobile supplies and or for drinks, candy etc. 6. Provide the total height of the proposed canopy. 7. Provide the hours of operation of the proposed fuel facility. 8. Will there be a dumpster located on the site? If so provide the location of the proposed dumpster along with a note concerning the required screening. 9. All site lighting must be low level and directed downward and into the site. Variance/Waivers: None requested. Public Works Conditions: 1 _ Markham Street is classified on the Master Street Plan as a minor arterial with a 70 foot right-of-way width. Due to its distance from the intersection, a dedication of right-of-way 45 feet from centerline will be required to 250 feet from the intersecting right-of-way line of Rodney Parham Road. From that point to the western property boundary, a dedication of right-of-way 35 feet from centerline will be required. 2. With the site development, provide the design of the street conforming to the Master Street Plan. Construct one-half street improvement to the street including 5-foot sidewalk with the planned development. Due to existing narrow street section, Markham Street should be widened to the existing power poles to tie into the City intersection improvement project. A five (5) foot sidewalk should be provided behind power poles. 3. The driveway radius at the western driveway should be improved to a 20 foot radius. Item 4 5 4. Proposed fueling station location creates a stacking problem due its location near the driveway. The station should be moved to the center of the lot between the western and eastern driveways. 5. Plans of all work in right-of-way shall be submitted for approval prior to start of work. Obtain barricade permit prior to doing any work in the right-of-way from Traffic Engineering at (501) 379-1817 (Derrick Bergfield). Utilities and Fire Department/County Planning: Wastewater: Sewer main extension required, with easements, if service is required for this project. Contact Little Rock Wastewater Utility at 688-1414 for additional information. Entergy: Center -Point Energy: SBC: Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Contact Central Arkansas Water regarding the size and location of the water meter. Additional fire hydrant(s) will be required. Contact the Little Rock Fire Department to obtain information regarding the required placement of the hydrant(s) and contact Central Arkansas Water regarding procedures for installation of the hydrant(s). Contact Central Arkansas Water at 377- 1225 for additional information. Fire Department: Approved as submitted. County Planning: No comment. CATA: The site is located on CATA Bus Route #5 — the West Markham Route. Planning Division: No comment. Landscape: 1. Compliance with the City's Landscape and Buffer Ordinances is required. 2. Landscaping may be required in conjunction with this project. 3. All the dead, diseased, and/or missing on -site vegetation will need to be replaced accordingly. Revised-plat/plan: Submit four (4) copies of a revised preliminary plat (to include the additional information as noted above) to staff on Wednesday, July 19, 2006. The applicant submitted a request dated July 17, 2006, requesting this item be deferred to the September 14, 2006, public hearing. Staff is supportive of the deferral request. PLANNIING COMMISSION ACTION: (August 3,2006) The applicant was present representing the request. There were no registered objectors present. Staff presented the item stating the applicant had submitted a request dated July 17, 2006, requesting the item be deferred to the September 14, 2006, public hearing. Staff stated they were supportive of the deferral request. There was no further discussion of the item. The Chair entertained a motion for placement of the item on the Consent Agenda for Deferral. FILE NO.: S-1528 STAFF UPDATE: The applicant has contacted staff to request additional item to resolve the outstanding issues associated with the request. The applicant is requesting a deferral of the item to the October 26, 2006, public hearing. Staff is supportive of the deferral request. PLANNING COMMISSION ACTION: (September 14, 2006) The applicant was present representing the request. There were no registered objectors present. Staff presented the item stating the applicant had contacted them to request additional item to resolve the outstanding issues associated with the request. Staff stated the applicant had requesting a deferral of the item to the October 26, 2006, public hearing. Staff stated they were supportive of the deferral request. There was no further discussion of the item. The chair entertained a motion for placement of the item on the Consent Agenda for Withdrawal. The motion carried by a vote of 10 ayes, 0 noes and 1 absent. STAFF UPDATE: The applicant submitted a request dated October 11, 2006, requesting this item be withdrawn from consideration without prejudice. Staff is supportive of the withdrawal request. PLANNING COMMISSION ACTION: (OCTOBER 26, 2006) The applicant was- present representing the request. There were no registered -objectors present. Staff presented the item indicating the applicant had submitted a request dated October 11, 2006, requesting this item be withdrawn from consideration without prejudice. Staff stated they were supportive of the withdrawal request. There was no further discussion of the item.
