Edwards Engineering, P.A. (EEPA) is pleased to submit the following application and
preliminary plat associated with the "Tedder Subdivision" to be located in the
southwestern portion of Little Rock, Arkansas. This submittal is intended to address
specific criteria from the Little Rock Municipal Code Chapter 31, Article ll. for the
establishment of a residential subdivision.
The following information contained in this cover letter is supplemental information to
the preliminary plat package as detailed in §31-87.

subdivision.

9 §31-87.4. Linear feet of internal streets
The proposed Tedder Ct. is 535.27 feet from the edge of Kerry Drive to the center of the
cul-de-sac.
§31-87.5. Average size of lots and minimum lot size
The average size lot on the Tedder Subdivision is 0.20 acres with the minimum lot size
being 0.17 acres.
9 §31-87.6. Number of lots
There are a total of 20 lots in the Tedder Subdivision.
§31-87.7. Applicable existing covenants, and the proposed covenants on the
land.
There are no applicable existing covenants and there are no proposed covenants on the
proposed subdivision acreage.
A §31-87.8. Proposed source of water supply
The proposed source of water supply for the Tedder Subdivision will be an 8" ductile
iron main located on the West side of Kerry Drive. The water line and service is
provided by Central Arkansas Water.
• §31-87.9. Proposed means of wastewater disposal
The proposed source of wastewater disposal for the Tedder Subdivision will be the Little
Rock Wastewater Utility.
In §31-87.10. Request for variance, waivers, or deferrals. (Completion of variance
and waiver request form required).
There are no request for variances, waivers, or deferrals at this time.
§31-87.11. Date of plat survey
The date of the initial plat survey is May 12, 2006.
• §31-88. Vicinity Map
A vicinity map of the Tedder Subdivision area was taken from a USGS Topographic
Map (Little Rock Quad — 1994). This map is at a scale of 1" = 2000' and is incorporated
with this submittal as a separate map to the preliminary plat.

■ §31-88 & §31-91. "Tedder Subdivision " preliminary plat & certificates
Seventeen copies of a preliminary plat are attached with this letter. The preliminary plat
is prepared to incorporate all elements requested in §31-88. Additionally, the
preliminary plat for the Tedder Subdivision also contains all the certificates required in
§31-88.
0 §31-92. Fees
The proposed Tedder Subdivisions is 5.00 acres. Therefore in accordance with City of
Little Rock Code, a check for $175 + $4 per lot ($255 total) is included with this letter.
§31-93 . Bill of Assurance
A copy of the sample draft of the City of Little Rock "Bill of Assurance" is presented with
this application. This format will be followed when the completed and final Tedder
Subdivision Bill of Assurance is issued with the final plat.

Dear Mrs. James:
Edwards Engineering, P.A. (EEPA) is pleased to submit the following revised
preliminary plat associated with the "Tedder Subdivision" to be located in the
southwestern portion of Little Rock, Arkansas. This submittal is intended to address
comments received from the Little Rock Planning and Development Department on
June 1, 2006.
Little Rock Planning Staff and Public Works comments are outlined below in italics for
reference.
Planning Staff Comment #1 - Provide notification of abutting property owners of the
site, complete with the certified abstract list, notice form with an affidavit executed
and proof of mailing. The notice must be mailed no later than June 7, 2006. The
Office of Planning and Development must receive the proof of notice no later than
June 16, 2006.
The abutting property owners have been notified and proof of notice will be submitted to
the Office of Planning and Development prior to June 16, 2006..
• Planning Staff Comment #2 - Provide the source of water in the general notes
section of the proposed preliminary plat.
This item has been addressed and has been added as Note #4 on the Preliminary Plat.
• Planning Staff Comment #3 - Provide the means of wastewater disposal in the
general notes section of the proposed preliminary plat.
This item has been addressed and has been added as Note #5 on the Preliminary Plat.

Planning Staff Comment #4 - Provide a storm drainage analysis for the proposed
plat boundary.
These items were not required per discussions with the L.R. Planning and Development
Department on June 1, 2006. The design of the storm drainage system will include
provisions for storm water detention to consider no net increase in run-off based on a
25-year, 24-hour storm event. Design plans, details, and calculations will be submitted
to the City for review and approval prior to construction initiation if required.
+ Planning Staff Comment #5 - Provide a preliminary storm drainage plan for the
proposed plat area.
These items were not required per discussions with the L. R. Planning and Development
Department on June 1, 2006. Please see response for item above.
• Public Works Conditions #1-With site development provide design of street
conforming to the Master Street Plan. Construct one-half street improvement to
Kerry Drive including 5-foot sidewalks with the planned development.
This item will be addressed during the development of the construction plans and
specifications which will be submitted to the City for review and approval. The
Owner/Developer intends to fully comply with the noted requirements.
Public Works Conditions #2 - Plans of all work in right-of-way shall be submitted for
approval prior to star` of work. Obtain barricade permit prior to doing any work in the
right-of-way from Traffic engineering at (501) 379-1817 (Derrick Bergfield).
This item will be addressed during the development of the construction plans and
specifications. The Owner/Developer intends to fully comply with the noted
requirements.
+ Public Works Conditions #3 — A 40 foot minimum cul-de-sac radius is required (from
center of cul-de-sac to back of curb).
The cul-de-sac has been changed to a 40 foot radius to meet this requirement.
+ Public Works Conditions #4 — Easements are required for all storm water drainage
areas.
Drainage and utility easements are included on the front and rear of all lots. All
drainage associated with the planned development can be managed within these areas.
The actual layout of the storm water collection and drainage system will be shown on
construction drawings which will be submitted to the City for review and approval prior
to construction initiation.
