his BILL OF ASSURANCE AND DECLARATION OF COVENANTS,
EASEMENTS, CHARGES AND LIENS, is made this �-7kay of
2014, by The City of Faith, Declarant.
WHEREAS, The City of Faith, is a nonprofit corporation incorporated in the States of
Louisiana and Arkansas for charitable, religious, educational and scientific purposes and
qualified as an exempt organization under Section 501(c)(3) of the Internal Revenue Code of
1954; and

WHEREAS, The City of Faith, has acquired a fee interest in a certain tract of land more
particularly described on Exhibit "A," attached hereto and by this reference incorporated herein
word for word, all of which said property lies in the County of Pulaski, State of Arkansas: and
WHEREAS, a CERTIFICATE OF SURVEYING ACCURACY has been completed
verifying the completion of a correct boundary survey and that applicable surveying
requirements of the City of Little Rock have been complied with; and
WHEREAS, a CERTIFICATE OF ENGINEERING ACCURACY has been completed
verifying that the engineering requirements of the City of Little Rock have been complied with;
and
WHEREAS, a CERTIFICATE OF FINAL APPROVAL has been issued by the Little
Rock Planning Commission; and
WHEREAS, The City of Faith has caused a FINAL PLAT to be created for this property
known as LOT 1 CITY OF FAITH ADDITION, showing that CERTIFICATES OF
SURVEYING and ENGINEERING ACCURACY and FINAL APPROVAL were issued; and
WHEREAS a true and correct copy of the FINAL PLAT of this ADDITION is attached
as Exhibit "B," including its legal description and by this reference incorporated herein; and
WHEREAS, it is deemed desirable that said property be now used and improved by the
City of Faith exclusively to support its charitable, religious, educational and scientific purposes
more fully described below;
NOW THEREFORE, The City of Faith for and in consideration of the benefits that will
accrue to it, hereby adopts the following BILL OF ASSURANCE and covenants stated herein
and agrees that the stated covenants shall apply to all of the property now platted as LOT 1 CITY
OF FAITH ADDITION, located in the City of Little Rock; Pulaski County, State of Arkansas.

I. SCOPE OF APPLICATION
A. These covenants shall apply to the entire area known as LOT I CITY OF FAITH
ADDITION (hereinafter "The Property"), located in the City of Little Rock.
B. These covenants shall be binding on The City of Faith, its successors and assigns.
The covenants, restrictions and provisions of this instrument shall be deemed covenants running
with the land and shall remain in full force and effect unless and until amended or canceled or
until they terminate by operation of law. The covenants, restrictions and charges herein shall
bind the property until such time it is no longer operated by The City of Faith, its successor or
assigns for charitable, educational, religious, educational or scientific purposes.
II. PURPOSE
The City of Faith is a tax-exempt charitable and religious organization which operates a
Halfway House in the City of Little Rock for the purpose of assisting Federal prison inmates to
integrate back into society pursuant to the terms of the Second Chance Act (P.L. 110-199)
enacted in 2008. It operates a community -based adult reentry and work release program that has
been reviewed and approved by the Office of Justice Programs and Bureau of Justice Assistance
of the U.S. Department of Justice. Funding for this program is provided by a series of grants
issued under the auspices of the U.S. Department of Justice.
III. COVENANTS, CONDITIONS & RESTRICTIONS
Land Use and Building Types. LOT 1 CITY OF FAITH ADDITION herein platted shall
be held, owned and used exclusively for and only in conjunction with the charitable, religious,
and educational purposes and in furtherance of its mission and responsibilities relating to the
operation of a Halfway House for Federal Prison Inmates operated by the City of Faith pursuant
to the requirement of the Second Chance Act, Public Law 110-199 (2008) and applicable rules
and regulations of the Office of Justice Programs and Bureau of Justice Assistance.
Zoning Laws. The restrictions and covenants set forth herein shall not be taken as
permitting any action or thing prohibited by the applicable zoning laws, rules or regulations of
any governmental authority, or by specific restrictions imposed by any deed or lease. In the
event of any conflict, the most restrictive provisions of such laws, rules, regulations, deeds,
leases or the Restrictions shall be taken to govern and control.
Nuisances. No noxious, offensive or illegal activity shall be carried out on or upon The
Property. Nor shall anything be done thereon which may be or may become an annoyance or
nuisance to the neighborhood. No commercial vehicles or inoperative vehicles may be stored on
the premises or parked on the premises other than for making routine deliveries.

Oil and Mining Operation . No oil drilling, oil development operations, oil refining,
quarrying or mining operations of any kind shall be permitted upon or in any building site, now
shall oil wells, tanks, tunnels, mineral excavations or shafts be permitted upon or in any building
site. No derrick or other structure designed for use in boring or oil or natura gas, shall be
erected, maintained, or permitted upon any building site.
Livestock and PoultEy. No animals, livestock, or poultry of any kind shall be raised or
kep on any building site, except that dogs, cats, or other household pets may be kept, provided
that they are not kept or maintained for any commercial purpose.
Obstructions. No obstruction shall be placed in any street gutter.
Severability. Invalidation of any restriction set forth herein, or any part thereof, by an
order, judgment or decree of any court, or otherwise, shall not invalidate or affect any of the
other restrictions, or any part thereof as set forth herein, but they shall remain in full force and
effect.
IV. OPERATION
The filing of this Plat and Bill of Assurance for record in the office of the Circuit Clerk
and Ex -Off cio Recorder of Pulaski County, Arkansas, will be a valid and complete delivery and
dedication of The Property subject to the limitations herein set out.
