3 AN ORDINANCE TO AMEND LITTLE ROCK,ARK. ORDINANCE NO.22,343
4 (DECEMBER 5,2023), ORDINANCE NO.22,502 (AUGUST 6,2024),AND
5 ORDINANCE NO.22,554 (NOVEMBER 19,2024),TO ADJUST THE FISCAL
6 YEAR 2024 BUDGET ORDINANCE TO REFLECT EXPENDITURE
7 ADJUSTMENTS FOR THE GENERAL FUND AS IT PERTAINS TO THE
8 AMERICAN RESCUE PLAN ACT; TO DECLARE AN EMERGENCY; AND
9 FOR OTHER PURPOSES.

11 WHEREAS,the City of Little Rock,Arkansas(City)approved a Comprehensive Budget in Little
12 Rock,Ark.,Ordinance No.22,343 (December 5,2023);and
13 WHEREAS,the approved Comprehensive Budget was amended by Little Rock,Ark., Ordinance No.
14 22,502(August 6,2024)related to American Rescue Plan Act(ARPA)State and Local Fiscal Recovery
15 Funds(SLFRF);and,
16 WHEREAS,the approved Comprehensive Budget was further amended by Little Rock,Ark.,
17 Ordinance No.22,554(November 19,2024)to reflect operational changes in the General Fund, Street
18 Fund,Vehicle Storage Fund,and Waste Disposal Fund; and,
19 WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the General
20 Fund,and where necessary to authorize the increase or decrease in the Fiscal Year 2024 line items for
21 these and other matters; and,
22 WHEREAS,the Mayor,City Manager,and the Chief Financial Officer, in compliance with City
23 Budget and Financial Reporting Policies,have reviewed these adjustments and recommend them to the
24 Board of Directors for approval.
25 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1.General Fund Section 1 of Little Rock,Ark.,Ordinance No.22554(November 19,2024),
28 is hereby amended to reflect no change to the operating resources in the General Fund of Two Hundred
29 Fifty-Seven Million, Six Hundred Forty-Nine Thousand, Sixty-Two Dollars($257,649,062)and to reflect
30 no net change in the operating budgets for the General Fund Departments of Two Hundred Fifty-Six
31 Million, Six Hundred Nine Thousand,One Hundred Fifty-Seven Dollars($256,609,157); however,the
32 Department budget of the Little Rock Police Department will decrease by One Million, Six Hundred
33 Fifty-Five Thousand,Ninety-Six Dollars($1,655,096)and the Executive Administration Department
34 Budget will increase by One Million,Six Hundred Fifty-Five Thousand,Ninety-Six Dollars

1 ($1,655,096)to transfer the funds to the General Fund Special Projects Fund for Investments to Affordable
2 Housing and Efforts to Decrease Homelessness:Micro Home Village and Parks and Community Centers.
3 Section 2.Records. The Chief Financial Officer is directed to maintain appropriate records which
4 Provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
5 Provided to the Board of Directors on December 17,2024.
6 Section 3. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
7 subparagraph,item,sentence,clause,phrase,or work of this ordinance is declared or adjudged to be invalid
8 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance
9 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
10 unconstitutional was not originally a part of this ordinance.
11 Section 4.Repealer.All ordinances and resolutions, including but not limited to Little Rock, Ark.,
12 Ordinance No. 22,343 (December 5,2023),Little Rock,Ark. Ordinance No. 22,502(August 6, 2024),
13 and Little Rock,Ark. Ordinance No.22,554(November 19,2024),or parts of the same that are
14 inconsistent with the provisions of this resolution,are hereby repealed to the extent of such
15 inconsistency.
16 Section 5.Emergency Clause. The City's ability to properly maintain its budget and to account for
17 its funds is essential to maintain the public health, safety, and welfare; an emergency is, therefore,
18 declared to exist and this ordinance shall be in full force and effect from and after the date of its passage.
