As you know, this site is an existing area that we purchased. Two entrances were already in existence and we would like to request that you allow us to leave the layout of the driveway system as is. Your consideration on this matter would be greatly appreciated. Mabelvale, Arkansas 72103 (501)-455-5898 Bobby Sims Subdivision Administrator Dept. Of Neighborhoods & Planning 723 West Markham Street Little Rock, Arkansas 72201-1334 Subject: Site Plan Review Dear Mr. Sims, We would like to thank you and the Neighborhoods and Planning Staff for there review of our proposed construction submittal. We are responding to each of the comments listed in your review below: a) Neighborhoods and Planning Staff comments: 1) The site plan shows that the development is using all of Lot 6, plus some additional land shown as Lot 6R. What is the status of Lot 6R? Has a re -plat been approved? We are in the process of investigating this issue and will make the necessary corrections to concur with the proper plat number. 2) The "Site Plan Review Criteria" sheet provided with the application requires the following information be furnished, which has not been shown on the site plan: dimensions of all existing and proposed buildings; dimensions of buildings from property lines and from each other; the radii of all drive lanes, curves, or tums; and, dimensions of all drives. All drives and streets intersecting all boundary streets across from the site are to be indicated and dimensioned. This is not provided. A revised Utility Site Plan is attached with the necessary information. 3) The name of the street is incorrectly shown as "East Otter Creek Blvd."; it is "Otter Creek East Blvd.". Noted, correction will be made. 4) The driveway ordinance provides for only one driveway per 300 feet of frontage of the lot. The site shows two driveways. Discuss this. Is a variance needed? A letter of variance is attached, requesting to allow the additional drive. b) Public Works Comments: 1) A grading permit will be required. According to the review from our application for a construction permit, a grading permit is not required. We are submitting a proposed detention plan which is attached. 2) A stormwater detention analysis will be required. See attachments 3) The name of the street is "Otter Creek East"; not "East Otter Creek". Noted, correction will be made. d) Wastewater comments that sewer is available, and that there will be no adverse effect if project is for single owner. If two owners are involved, a sewer main extension, with easements, will be required. The proposed building will be the same owner as the existing building. e) Arkansas Power and Light Co. comments that a 15 foot wide easement will be required along the north property line, and a 20 foot easement will be required along the east property line. Concur h) The Fire Department comments that proper access to the sides and rear of the building must be provided. Contact Jimmie Pawlowski, Fire Marshall, to discuss this site plan. Per conversation with you on March 21, we are to ignore this comment. Attached are copies of the: Utility Site Plan. If there should be any questions concerning contents of this drawing or our responses, please contact me at (501) 455-5898 as I will be pleased to discuss and make the necessary corrections. Pierce LITTLE ROCK, AR 72205 STORM WATER DETENTION PLAN HANDLING SYSTEM & CONVEYORS 10909 EAST OTTER CREEK BLVD. MABLEVALE, ARKANSAS March 21, 1995 1. PROJECT DESCRIPTION: The project consists of the addition of a 12,000 square foot warehouse twenty five feet to the rear of an existing building. The warehouse is to be a steel fabricated structure having a concrete floor. Also to be constructed is a asphalt surfaced parking area of 1,250 square feet adjacent to an existing parking area and the proposed new structure. The lot size is 250 x 400 feet which is 2.5 acres. A site plan is included with this report. The construction activity consists of grading a total of approximately 18,000 square feet of surface area which includes the warehouse floor, a ten foot adjacent strip and the parking area. This activity will require the disturbance of grass only. Due to the flat terrain, cutting for leveling of the floor will require only about one foot in depth. 2. PROPOSED DETENTION PLAN: The existing street on front side of property is presently curbed and carries runoff from the area in the immediate vicinity of the existing office building. The front area of this building presently contains a grass lawn and will not be affected by the project. The area behind the office is the project site. This area drains to the back and to the south side of the property at approximately one -per -cent slope. During grading of the parking area and floor of the building, hay bales will be placed on the south and west side of the construction area where marked on the drawing to prevent silt and excavated material from being washed into the street. Additionally, the two drives from the street will have a small area covered with gravel to prevent sediment from being tracked into the street by vehicles. There is no stream nearby that would be affected by the construction. 3. RUNOFF DATA: The present runoff coefficent for the existing undisturbed area is about 0.4 and for the existing building roof and paved area is about 0.95. The slope of the area is about one per -cent which drains away from the project site to the east west and south. The area lies within Zone 3 of the Little Rock plan. The runoff coefficient of the site after construction is completed is expected to be 0.95 for the parking area (concrete surface) and the roof of the new building. The coefficent for the undisturbed area is expected to remain the same at 0.4. Flow distance L = 130 ft. Coefficient = .95 Area = 18,000 sf = 0.41 Acres Conc. PLANNED ZONING DISTRICTS 3. McCrary (Z-5108-A) N/A 4. R. D. Snell (2-5769-A) The structural supports of the proposed fence along the southern property line must be directed inward. No portion of the proposed driveway should be closer than 6 feet to the southern property line. Landscape plantings will be required between the vehicular use area and the proposed eight (8) foot high fence. 5. BCK Contractors. Inc. (Z-5930-A) A five (5) foot wide land use buffer is required east and west of the parking lot. A three (3) foot wide landscape strip is required between the public parking area and the building. If over fifteen (15) parking spaces are to be provided, then six (6) percent of the vehicular use area must be landscaped with interior islands. Loading and unloading areas are excluded from this requirement. A six (6) foot high wood fence with its face directed outward will be required to screen the outdoor storage areas. 6. Donley (Z-5959) A six (6) foot high opaque screen is required along the southern perimeter to screen business activity from the adjacent residential zoned property. This screen may be a wood fence with it face directed outward or dense evergreen plantings. 7. Harrison Place Apartments Z-5961 The buffer requirement along the northern and southern property lines is five feet in width. The dimension noted on the plan submitted is four (4) feet. The Landscape Ordinance requires a width of six (6) feet north and south of the proposed vehicular use areas. An opaque screen six (6) feet in height is required along the northern site perimeter. This screen may be a wood fence with its face directed outward or dense evergreen plantings. 8. Sro(lie Creek_(Z-5901 No comment 9. Brodie Creek Community. East Neighborhood (Z-563-A) No comment 10. Donahue ,Z-59641 The required buffer width south of the proposed parking lot is seven and a half (7 1/2) feet (minimum requirement with transfer is six (6) feet). The Landscape Ordinance requirement is six (6) feet. The plan submitted provides from zero to four (4) feet. A six (6) feet high opaque screen is required along the northern and western site perimeters. This screen may be a wooden fence with its face directed outward or dense evergreen plantings. A three (3) foot wide building landscape strip between the public parking areas and building is required. If a dumpster is to be used it should be identified as to location and then screen on three (3) sides with an eight (8) feet high opaque wood fence or wall. IV. SITE PLAN REVIEWS 11. Handling Systems and Conveyors. Inc. (5-1054) No comment 12. Otter Creek Villa Z- 4 4-A A six (6) foot wide landscape strip will be required by the Landscape Ordinance where vehicular use areas abut adjacent properties, outparcels or lot lease lines. A three (3) foot wide landscape strip between public parking areas and the building is required (some flexibility with this requirement allowed). Dumpster locations should be identified on the plan and screened on three (3) sides with an eight (8) foot high opaque wood fence or wall. V. CONDITIONAL USE PERMIT 13. Little Rock Friends Meeting (Z-1513-B) A three (3) foot wide landscape strip is required between the public parking area and the building. Trees and shrubs are required within the southern landscape strip. 14. Tabernacle of Refine Church (Z-5960) Areas set aside for buffers and landscaping meet and exceed ordinance requirements. A six (6) foot high opaque screen is required along the southern and northern site perimeters to screen business activity from the residential property to the south and north. This screen may be a wood fence with its face directed outward or dense evergreen plantings. Since a church is located on the residentially zoned property to the north the northern screening requirement may be consider unfunctional. 15. Stone Accessory Dwelling lZ-59571 N/A 16. Ish School Neighborhood Alert Center (Z-5965-) Concerns include: (1) A seven and one-half (7 1/2) feet (six (6) foot with transfer) landscape buffer between the vehicular use area and adjacent residential zoned property to the north. (2) A 6 foot high opaque screen screening business activity from the residentially zoned property to the north and west (3) A three (3) feet wide landscape strip between the public parking area and building (some flexibility with this requirement allowed.) 17. Long Accessory Dwelliug1Z-5919-Aj N/A The two (2) foot wide perimeter landscape strip north of the proposed driveway is four (4) below the six (6) foot width required by the Landscape Ordinance. Application has been made to the City Beautiful Commission seeking a waiver of this requirement at its March 14th hearing. _ I. . cc: Richard Wood SUBDIVISION AGENDA APRIL 4, 1995 ITEM NO. 3 LAND USE ELEMENT• 3) McCrary PRD Z-5108-A The site is in the Central City District. The Plan recommends Mixed Use. This means any nonresidential use must be compatible with single family homes. A "C-4" use is not compatible. ITEM NO. 4 LAND USE ELEMENT• 4) Snell PD-O Z-5769-A The site is in the Ellis Mountain District. The Plan recommends transition zone. The use, if truly office is compatible with the plan. ITEM NO. 5 LAND USE ELEMENT: 5) BCK Contractors PD-C The site is in the Geyer Springs East District. The Plan recommends Single Family use. The use is in conflict with the Plan. (Note: Staff is meeting with the neighborhood to discuss possible amendment of the Plan. However, the proposed use may still conflict with the revised plan.) ITEM NO. 6 LAND USE ELEMENT: 6) Donley PD-C Z-5959 The site is in the I-430 District. The Plan recommends Mixed Office Commercial use. Any commercial use should be a PD and be designed so as to encourage a mixed office/commercial area (for example C-4 uses are not desirable). ITEM NO. 7 LAND USE ELEMENT: 7) Harrison Place PD-R Z-5961 The site is in the Heights/Hillcrest District. The Plan recommends Single Family. The density of the proposed residential use is not significantly above single family. This, together with the location across the street from multifamily use, justifies the use within a single family classified area. ITEM NO. 8 LAND USE ELEMENT 8) Brodie Creek PRD Z-5963 The site is in the Ellis Mountain District. The Plan recommends Single Family, low density Multifamily and Office. The proposal is in conflict with the Plan. The proposal also confirms the location of 36th Street extension. With the location defined, Staff will recommend amending the land use plan in both the Ellis Mountain and I-430 Districts. A proposal will be presented to the Commission for approval at the meeting. ITEM NO. 9 LAND USE ELEMENT• 9) Brodie Creek East PRD The site is in the Ellis Mountain District. ITEM NO. 10 LAND USE ELEMENT: 10) Donahue PCD Z-5964 The proposal is within the College Station District. The Plan recommends Single Family. The proposal is in conflict with the plan. Note, if the beauty shop was substantially reduced in size, intensity. The use might well be considered compatible.
