only one drive to be provided in 300 feet of frontage. As you know, this site is an existing area
that we purchased. Two entrances were already in existence and we would like to request that
you allow us to leave the layout of the driveway system as is. Your consideration on this matter

Subject: Site Plan Review
Dear Mr. Sims,
We would like to thank you and the Neighborhoods and Planning Staff for there review of our
proposed construction submittal. We are responding to each of the comments listed in your
review below:
a) Neighborhoods and Planning Staff comments:
1) The site plan shows that the development is using all of Lot 6, plus some
additional land shown as Lot 6R. What is the status of Lot 6R? Has a re -plat
been approved? We are in the process of investigating this issue and will
make the necessary corrections to concur with the proper plat number.
2) The "Site Plan Review Criteria" sheet provided with the application requires the
following information be furnished, which has not been shown on the site plan:
dimensions of all existing and proposed buildings; dimensions of buildings from
property lines and from each other; the radii of all drive lanes, curves, or tums;
and, dimensions of all drives. All drives and streets intersecting all boundary
streets across from the site are to be indicated and dimensioned. This is not
provided. A revised Utility Site Plan is attached with the necessary
information.
3) The name of the street is incorrectly shown as "East Otter Creek Blvd."; it is
"Otter Creek East Blvd.". Noted, correction will be made.
4) The driveway ordinance provides for only one driveway per 300 feet of frontage
of the lot. The site shows two driveways. Discuss this. Is a variance needed?
A letter of variance is attached, requesting to allow the additional drive.
b) Public Works Comments:
1) A grading permit will be required. According to the review from our
application for a construction permit, a grading permit is not required. We
are submitting a proposed detention plan which is attached.
2) A stormwater detention analysis will be required. See attachments
3) The name of the street is "Otter Creek East"; not "East Otter Creek".
Noted, correction will be made.
d) Wastewater comments that sewer is available, and that there will be no adverse effect if
project is for single owner. If two owners are involved, a sewer main extension, with
easements, will be required. The proposed building will be the same owner as the
existing building.
e) Arkansas Power and Light Co. comments that a 15 foot wide easement will be required
along the north property line, and a 20 foot easement will be required along the east
property line. Concur
h) The Fire Department comments that proper access to the sides and rear of the building
must be provided. Contact Jimmie Pawlowski, Fire Marshall, to discuss this site plan.
Per conversation with you on March 21, we are to ignore this comment.

1. PROJECT DESCRIPTION:
The project consists of the addition of a 12,000 square foot warehouse twenty
five feet to the rear of an existing building. The warehouse is to be a steel fabricated
structure having a concrete floor. Also to be constructed is a asphalt surfaced parking
area of 1,250 square feet adjacent to an existing parking area and the proposed new
structure. The lot size is 250 x 400 feet which is 2.5 acres. A site plan is included
with this report.
The construction activity consists of grading a total of approximately 18,000
square feet of surface area which includes the warehouse floor, a ten foot adjacent
strip and the parking area. This activity will require the disturbance of grass only. Due
to the flat terrain, cutting for leveling of the floor will require only about one foot in
depth.
2. PROPOSED DETENTION PLAN:
The existing street on front side of property is presently curbed and carries
runoff from the area in the immediate vicinity of the existing office building. The front
area of this building presently contains a grass lawn and will not be affected by the
project. The area behind the office is the project site. This area drains to the back and
to the south side of the property at approximately one -per -cent slope.
During grading of the parking area and floor of the building, hay bales will be
placed on the south and west side of the construction area where marked on the
drawing to prevent silt and excavated material from being washed into the street.
Additionally, the two drives from the street will have a small area covered with gravel
to prevent sediment from being tracked into the street by vehicles. There is no stream
nearby that would be affected by the construction.
3. RUNOFF DATA:
The present runoff coefficent for the existing undisturbed area is about 0.4 and
for the existing building roof and paved area is about 0.95. The slope of the area is
about one per -cent which drains away from the project site to the east west and
south. The area lies within Zone 3 of the Little Rock plan.
The runoff coefficient of the site after construction is completed is expected to
be 0.95 for the parking area (concrete surface) and the roof of the new building. The
coefficent for the undisturbed area is expected to remain the same at 0.4.
Flow distance L = 130 ft.
Coefficient = .95
Area = 18,000 sf = 0.41 Acres
Conc. Time (i) = 15.5 min
Return Period = 50 years
Intensity = 6.6 in/hr

Dear Mr. Sims,
Handling Systems & Conveyors Inc. is proposing to construct a new pre-engineered metal
building in the Otter Creek Industrial Park. The proposed building is to be 12000 sq. ft. under
roof: 6000 sq. ft. to be enclosed, 6000 sq. ft. to be open (canopy type). The proposed alterations
and additions to this site is as follows:

Public Works has a complete review available, which notes the requirements of
the code that are not included in this plat submittal. The following are a few of the major
points:
1. Recommend 36 foot driveways, if left turns desired. The drive that extends from
the planned traffic light should be dedicated as a commercial street for access by the
adjoining commercial properties.

2. Interior streets must meet city standards for commercial streets w/ sidewalks both
sides. The 30 foot width as a reduced section is acceptable with the engineering staff as

4. Construct right turn lane on Hinson per Master Street plan standards for
