Civil and Traffic Engineering Review
1. Windsor Hills - (S-150-E)
Engineering Division
Provide a complete grading and excavation plan. (Contact Steve Loop for details 371-
4740). The Stormwater Detention ordinance also applies. Construct turn around at the
end of proposed public street.
2. Deerfield Addition - (5-170FF)
Provide a detailed grading and excavation plan. (Contact Steve Loop for details 371-
4740). Dedicate additional 5' of right-of-way on Hinson Road to meet the Master Street
Plan requirement. Show no access easement along Hinson Road. The Detention
ordinance also applies. Construct temporary turn around on the end of the private street.
2a. Secluded Hills Phase V - (5-191-F)
Detention and Excavation ordinances apply. Developer to coordinate street light plans
with Greg Simmons, Systems Engineer, at 375-7939.
3. Hinson Office Park
Master Street Plan improvements and right-of-way dedication will be required on Hinson
Loop. A detailed grading plan and detention will be required. Obtain wetlands
delineation from the Corps Eliminate curb cut on Hinson Road for insufficient sight
distance. Curb return can't pass boundary property line.
4. Fairview Kennels
The Stormwater Detention ordinance applies. Construct sidewalks on Pleasant Ridge
Road. Dedicate 5' of right-of-way on Pleasant Ridge Road.
5. Detection Svstems. Inc.
Provide recent survey and site plan showing right-of-way, floodplans, etc. Dedicate
floodway to the county. Construct Master Street Plan improvements to Kanis Road.
6. Chenal Village - (Z-5839)
Construct turn lane on Chenal Parkway. Detention and Excavation permits will apply.
Applicant should also obtain state permit for stormwater discharge. Reconstruct
Chenal/Autumn Road intersection as discussed with Bill Henry at the meeting on May 13,
1994. Construct island on the eastern driveway as per the Master Street Plan.
7. Health Advantage Office Buildin - Site Plan review
Detention and Excavation ordinances apply.
8. Climate Control Mini Storage - (Z-5840)
Place floodway statement on the survey. Excavation and detention ordinances apply.
Construct Master Street Plan requirements on Jamison Road.
9. Little Rock Racquet Club - CUP
Detention and Excavation ordinances apply.
10. "R" Street right-of-wav abandonment
Street is needed for internal circulation. Traffic Engineering opposes closing "R" Street.

SUBJECT: Buffer/Landscape Review of the Tentative Subdivision Agenda for
May 26, 1994
3. Hinson Office Park (Z-3699-A)
The proposed eight (8) foot buffer along Hinson Road and ten (10) foot buffer along
the south property line adjacent to multi -family are short of the 27 foot and 32 foot
full ordinance requirement. The minimum average requirement with transfers would
be 18 feet and 21 feet respectively. A six (6) foot high opaque screen, either a good
neighbor fence or dense evergreen plantings, will be required adjacentto residential
properties to the south, east, and west.
The Landscape Ordinance requires a six (6) foot wide landscape strip along each
side of the lot lease line perimeters. A waiver of this requirement would necessitate
approval by the City Beautiful Commission.
4. Fairview Kennels (Z-5836) .
The area set aside for buffering along Pleasant Ridge Road meets the minimum
requirement of ten (10) feet. The proposed areas shown for landscaping more than
meet the 34% upgrade required by the Landscape Ordinance. Plantings will be
required within these areas.
5. Detection Systems, Inc. (Z-5838)
The full buffer width required along Kanis Road and the western perimeter is 30 feet.
The minimum average width required with transferring is 20 feet. The buffer width
required along the northern and southern perimeters is five (5) feet. A six (6) foot
high opaque screen, either a wooden good neighbor fence or dense evergreen
plantings, is required to screen residential properties to the north, south, and west.
The Landscape Ordinance requires landscape islands within the vehicular use area
to comprise six (6) % of the total paved area exclusive of loading areas. Also, a
three (3) foot wide building landscape strip between the public parking areas and the
building is required. A six (6) foot wide perimeter landscape strip between the
vehicular use areas and adjacent properties and street is required bythe Landscape
Ordinance.
6. Chenal Village (Z-5839)
The areas set aside for buffers and landscaping meet ordinance requirements.
7_ Health Advantage Office Building (Z-5827)
Areas denoted for buffers and landscaping comply with ordinance requirements.
8. Climate Control Mini -Storage (Z-5840)
The areas shown for buffers and landscaping comply with minimum requirements.
9. Little Rock Racquet Club (Z-1840-B) -
The full land use buffer required along the northern perimeter is 23 feet in width.
The requirement along the western perimeter is 40 feet. The minimum average
requirements with transfers is 15 feet and 26-1/2 feet respectively. The plan
submitted provides for a 12 foot wide buffer in the area of the parking lot expansion.
A six (6) foot high opaque screen, either a good neighbor fence or dense evergreen
plantings, is required to screen the proposed vehicular use area from residential
properties to the north and west.
