Northeast Corner of Rodney Parham & Breckenridge Dr. (Regions Bank location)
To Whom it May Concern:
This PZD application is a request to allow a digital pylon sign (billboard) on the property at 10120
N. Rodney Parham. The sign face will be 12 feet tall and 36 feet wide, less than the maximum
allowed size. The overall height will no greater than 35 feet.
The reason for this application is the proximity to a pylon sign to the east Rodney Parham. The
proposed sign is a little over 770 feet from that sign when measured in a straight line on PAGIS.
Little Rock city code calls for separation of 1,000 feet. When measured from the signs along
Rodney Parhan Road, the separation is approximately 970 feet. This PZD application is to allow
for this slight distance variance. Staff at the Department of Planning & Development advised
making a PZD application to the Planning Commission rather than a sign variance to the Board
of Adjustment. The PZD application provides for review by the Board of Directors.
This intersection and the area around it are seeing many changes and reinvestment since the
devastating tornado of March 31st, 2023. This sign would be part of that reinvestment and
provide another opportunity for businesses in the area to be seen. There are in fact well over
25 current and future business in the Colony West shopping center & Breckenridge Village who
will be able to benefit from the additional exposure of being on this sign.
The selection of this location is influenced by Arkansas Department of Transportation rules, and
scenic corridor regulations governing Interstate 430. Requirements of distance from the 1-430
interchange limit this sign being further west. This location best meets those requirements and
the spacing requirements of the City of Little Rock.

I, Brad Sherman, as President of Sherman Holdings Inc., do hereby grant
Jeff Yates the authority to act as agent for Sherman Holdings Inc. This
letter of agency is limited to the matter of an application for rezoning of the
property at 10120 Rodney Parham Rd. This application is a request to
change the current zoning of C-1 to C-3. The reason is to recognize that
the surrounding zoning is C-3 and to make this property the same as those
others. This is part of planning for future leasing or sale of the property.

and it is desirable. that -the above described Tract be replatted,
Now Therefore, International.Paper Company has caused a
.replat of the foregoing described Tract,,said replat being filed
herewith, to be prepared reflecting surveys made by Edward G.
Smith, Registered Engineer, executed by him August 14, 1969, and
executed by.it, September 8 1969, and bearing the Certificate
of Approval executed by the Little Rock Planning Commission.
The above Replat reflects the boundaries and dimensions of the
above Tract as replatted, the same now being described as Tracts
2-B, 2--C, and 2-D respectively. Any and every deed of conveyance
of any such tract as replatted in said subdivision describing
the same by the replatted number shown on said replat shall
always be deemed a sufficient description thereof.
There are shown on said Replat certain easements For utilities
which International Paper Company hereby donates and dedicates
to and for the use by public utilities with the right hereby
granted to the persons, firms, or 'corporations engaged in the
supplying of utilities to use and occupy such easements and to
have free egress and ingress therefrom for the installation, repair,
replacement and maintenance of such utility services.
The above described Tract as herein replatted and any
interest therein shall be held and conveyed subject to and -in
conformity with that certain Bill of Assurance covering said
Tract dated September 29, 1967, and filed for record October
6, 1967, being filed in Deed Book 1012, at Page.91 of the Deed
Records of Pulaski County, Arkansas.

this instrument to be executed by its attorney in fact and
attested by its assistant secretary and its corporate seal here-
