Markham Street Little Rock, AR 72201 Subject: 10120 N. Rodney Parham Rd. Northeast Corner of Rodney Parham & Breckenridge Dr. (Regions Bank location) To Whom it May Concern: This PZD application is a request to allow a digital pylon sign (billboard) on the property at 10120 N. Rodney Parham. The sign face will be 12 feet tall and 36 feet wide, less than the maximum allowed size. The overall height will no greater than 35 feet. The reason for this application is the proximity to a pylon sign to the east Rodney Parham. The proposed sign is a little over 770 feet from that sign when measured in a straight line on PAGIS. Little Rock city code calls for separation of 1,000 feet. When measured from the signs along Rodney Parhan Road, the separation is approximately 970 feet. This PZD application is to allow for this slight distance variance. Staff at the Department of Planning & Development advised making a PZD application to the Planning Commission rather than a sign variance to the Board of Adjustment. The PZD application provides for review by the Board of Directors. This intersection and the area around it are seeing many changes and reinvestment since the devastating tornado of March 31st, 2023. This sign would be part of that reinvestment and provide another opportunity for businesses in the area to be seen. There are in fact well over 25 current and future business in the Colony West shopping center & Breckenridge Village who will be able to benefit from the additional exposure of being on this sign. The selection of this location is influenced by Arkansas Department of Transportation rules, and scenic corridor regulations governing Interstate 430. Requirements of distance from the 1-430 interchange limit this sign being further west. This location best meets those requirements and the spacing requirements of the City of Little Rock.
