Planning Commission, and with all information required by the Subdivision Regulations,

CODE OF ORDINANCES OF THE CITY OF LITTLE
ROCK, ARKANSAS, PROVIDING FOR A WAIVER OF

RIGHT-OF-WAY AND TO CONSTRUCT STREET AND

STREET RIGHT-OF-WAY ALONG THE SOUTH
BOUNDARY OF FOUR OAKS LIVING CENTER
ADDITION (S-1018)
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That Chapter 31 of the Code of Ordinances
be amended to provide for a waiver of certain requirements
within the Subdivision Regulations of the City of Little
Rock for FOUR OAKS LIVING CENTER ADDITION (S-1018) as
follows:
Subsection a. That the requirements of Section
31-201(h), which states that "whenever a proposed
subdivision abuts a partially dedicated or constructed
public street, the developer shall provide the minimum
of one-half of the required improvements and
right-of-way" be waived along the south boundary of
FOUR OAKS LIVING CENTER ADDITION.
SECTION 2. That this ORDINANCE shall take effect
thirty (30) days from and after its passage.

The Board will consider passing an ordinance granting the required waiver to exempt you
from having to dedicate the matching right-of-way and construct Master Street Plan
improvements along the south boundary of the subdivision.
The Board of Directors meetings are held in the Board of Directors chambers, 2nd. floor,

The above referenced item has been placed on the Planning Commission agenda for May 3,
1994. The Planning Commission meetings are held in the Board of Directors Chambers,
second floor of City Hall, 500 W. Markham St., and begin at 12:30 P.M. You and/or your

On April 14, 1994, at 1:00 P.M., the Subdivision Committee meeting will be held. At this
meeting, the plans will be discussed and presented to a committee of Planning Commission
members. This meeting is held in the City Manager's conference room, second floor of City
Hall. At this meeting, your design professional needs to be prepared to present the request
and design to the Committee members and to discuss the technical aspects of the design.
Notification of your proposed request must be made to property owners which abut the site
of the proposed subdivision. A list of these owners must be prepared by an abstract or a
title company. You must send the notices by certified mail, postmarked no later than 15
days prior to the Planning Commission meeting date.

SUBJECT: Buffer/Landscape Review of the Tentative Subdivision Agenda for
May 3, 1994
C. Enderlin Mini -Storage (Z-5550-A)
The areas set aside for buffers and landscaping comply with ordinance
requirements. A six (6) foot high opaque screen is required to screen this proposed
development from the residential zoned properties to the east and west. This screen
can either be a six (6) foot high wood fence with it's face side facing outward or
dense evergreen plantings.
D. Perkins Planned Commercial Development (Z-5806)
A six (6) foot high opaque screen will be required to screen this site from the
residential properties to the north, south, and east. This screen can be a wood good
neighbor fence or dense evergreen plantings.
E. Zu Zu's (Z-5524-B)
The proposed fix (6) foot high opaque -wood fence needs moved eastward four (4)
feet to provide green space between the vehicular use area and screening fence.
This fence must be the good neighbor type. The dumpster must be enclosed on
three (3) sides with an eight (8) foot high opaque wall or fence. The plan submitted
is short of the 6% interior landscaping required by 270 sq. ft.

foot high opaque wall or fence on three (3) sides.
7. South Hill Terrace Addition (Z-5817)
The 15 foot buffer along the west perimeter is short of the 25 foot required by the
Highway 10 Overlay District. A sprinkler system to water plants is required. A six
(6) foot high opaque screen, either a good neighbor wood fence or dense evergreen
plantings, are required along the norther, eastern and western perimeters.
8. Entergy Five -Year Master Plan (Z-3407-A)
The schematic landscape and buffer areas proposed complies with ordinance
requirements.
9. Walgreens Baseline and Geyer Springs (Z-5318 A)
The six (6) foot wide buffers proposed along Baseline Road and the eastern
perimeter are short of the 17 feet and 14 feet respectively required by ordinance.
A three (3) foot wide building landscape strip between the public parking areas and
the building is required exclusive of entrances and exits.
9a_ Walgreens Twelfth and Fair Park (Z-2970-C)
The landscape strip along Twelfth Street must maintain a minimum width of four (4)
feet.
11. CareNetwork (Z-1020)
A three (3) foot wide building landscape strip is required exclusive of entrances and
exits between the public parking area and building.
13. St. Michael's Episcopal Church (Z-5535-A)
A six (6) foot high opaque screen is required to screen business activity from
adjacent residential properties to the south, east and west. This screen may be a
wooden good neighbor fence or dense evergreen plantings. Areas where existing
natural vegetation with sufficient density which will remain may not require additional
screening. A sprinkler system to water plants is required.
16. The Anthony School (Z-5820)
A six (6) foot high opaque screen is required to screen adjacent residential areas not
already screened from this site. This screen may either be a wooden fence with it's
face side facing outward or dense evergreen plantings. A landscape upgrade
toward compliance with the landscape ordinance will be required equal to the
building expansion proposed.
18. Four Oaks Living Center (Z-3173-B)
A six (6) foot high opaque screen will be required to screen this site from the
residential property to the north, south and west. This may either be a wood good
neighbor fence or dense evergreen plantings.
