Dear Bob:
We have attached 17 copies of the Preliminary Plat and the
PCD Site Plan for the Freeway Business Park Subdivision,
Little Rock, Arkansas. This subdivision consists of 9 lots
with 1,600 linear feet of new street improvements. We are
enclosing the review fee and are requesting that a waiver be
given on the length of the cul-de-sac and that the sidewalk
be placed on only one side of the street due to the location
of the street next to the cemetery.

CODE OF ORDINANCES OF THE CI'CY OF LITTLE
ROCK, ARKANSAS, PROVIDING FOR A WAIVER OF
RIGHT-OF-WAY DEDICATION AND STREET
IMPROVEMENTS FOR LOT 1 FREEWAY BUSINESS
PARK LOCATED AT NORTHEAST CORNER OF
RODNEY PARKHAM ROAD AND WEST 12T" STREET.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. That Chapter 31 of the Code of Ordinances be amended to provide for a waiver
of certain requirements within the Subdivision Ordinance and Master Street Plan for the City of Little
Rock, as follows:
Subsection a. That Section 31-201, requiring right-of-way dedication and street
improvments to Master Street Plan standards, be waived. Specific waiver is for Rodney
Parkham frontage beyond dedication to 35 feet from centerline and widening to half of
59 feet roadway.
SECTION 2. This ORDINANCE shall take effect thirty (30) days from and after its passage.

The proposed 6 ft. high opaque wood fence needs moved eastward 4 ft. to provide
greenspace between the vehicular use area and screening fence. This fence must be
the good neighbor type. The dumpster must be enclosed on three sides «-ith an 8 ft.
high opaque wall or fence. *The plan submitted is short of the 6% interior
landscaping required by 270 sq. ft.
7. P&L Investment Co. (Z-4016-D)
The landscaping has deteriorated and needs to be fully reinstalled and maintained.
8. Freeway Business Park(Z-4249-A)
Landscape areas equal to a 3 ft. wide landscape strip are required between public
vehicular parking areas and the bldg. they serve. A 6 ft. high opaque screen is
required along the southern and eastern perimeters adjacent to lands zoned
residential. This screen must be a good neighbor wood fence or dense evergreen
plantings.
9. The Wishing Well (Z-5106-A)
An opaque screen 6 ft. in height is required to screen the proposed use from the
residential property use from the residential property to the south, east and west. This
screen can be a good neighbor wood fence or dense evergreen plantings. The
landscape strip width west of -the proposed parking lot must be increased to 6 ft.
10. Walgreens (Z-5412-B)
The full average buffer width required along Hinson Rd. is 20 ft. and 12 ft. along
Rodney Parham Rd. The buffer width along Hinson Rd. should be increased to
a minimum of 13 ft. in width. A 6 ft. high opaque screen is required along the
western perimeter to screen the proposed use from the residential zoned property
to the west.

The buffer width along Barrow Rd. and the western perimeter should be increased to
24 ft. in order to meet the full requirement. The buffer widths along Labette Dr. and
the southern perimeter should be increased to an average width of 16 ft. A 6 ft. high
opaque screen will be required to screen business activity from the residential
properties to the south and west.
13. Coulson Oil Co. (Z-5799)
The Highway 10 Overlay Ordinance requires additional screening and trees along
Cantrell Rd. above that required by the Landscape Ordinance. A sprinkler system to
water the plants will be necessary.
14. Bowman Commercial Park (Z-5800)
The buffer v�ridth along Borman Rd. should be increased to an average minimum
width of 27 ft. and along the eastern perimeter to 33 ft. The full buffer requirements
without transfers are 40 ft. and 50 ft. respectively. A 6 ft. high opaque good neighbor
wood fence or dense evergreen plantings will be required to screen this use from the
residential properties to the north, south and east.
15. '-NZedical Electronics, Inc. (Z-5801)
This site will be required to be screened from the residential properties to the south,
east and west. This screen may be a 6 ft. high good neighbor type wood fence or
dense evergreen plantings. Existing and proposed vehicular use areas '-rill have to
fully comply with the Landscape Ordinance.

The average full buffer width required along Chenal Parkway is 34 ft. The minimum
average requirement with transfers is 23 ft. A width of 20 ft. is shown on the plan
submitted. Some of the proposed areas for car display from the property line along
W. Markham St. is less than the 20 ft. setback required in areas zoned for outdoor
display.
17. Perkins Planned Commercial Development (Z-5806)
A 6 ft. high opaque screen will be required to screen this site from the residential
properties to the north, south, and east. This screen can be a wood good neighbor
fence or dense evergreen plantings.
18. Independence Square, Phase III (S-357-A)
The average Rill buffer width required along Woodland Heights Rd. is 20 ft. The
minimum average requirement is 13 ft.

FOR A WAIVER OF THE SIDEWALK REQUIREMENT,
AND A VARIANCE FROM THE MAXIMUM ALLOWABLE
LENGTH OF A CUL-DE-SAC STREET REQUIREMENT
FOR FREEWAY BUSINESS PARK SUBDIVISION
(S-1012), AND LOCATED AT THE SOUTHEAST
CORNER.OF RODNEY PARHAM ROAD AND I-630;
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That Chapter 31 of the Code of Ordinances be
amended to provide for waivers of and a variance from certain
requirements within the Subdivision Regulations of the City of
Little Rock for FREEWAY BIISINESS PARK SUBDIVISION (S-1012), and
located at the southeast corner of Rodney Parham Road and I-630,
as follows:
Subsection a. That Section 31-282 of the
Subdivision Regulations be waived which requires
that the minimum right-of-way width for a
commercial street be sixty (60) feet, and permit a
fifty (50) foot right-of-way width.
Subsection b. That Section 31-282 of the
Subdivision Regulations be waived which requires
that sidewalks along commercial streets be located
on both sides of the street, and permit a sidewalk
on one side only of Freeway Drive, along its north
side.
Subsection c. That a variance from the
requirements of Section 31-202 of the Subdivision
Regulations be granted which requires that the
maximum length of a cul-de-sac street be 1000
feet, and permit Freeway Drive to extend 1700 feet
in length to the cul-de-sac termination.
SECTION 2. This ORDINANCE shall take effect thirty (30)
days from and after its passage.

hearing on the FREEWAY BUSINESS PARK PRELIMINARY PLAT. This copy is

Board of Directors granting the requested waivers and the variance from the Subdivision
and Master Street Plan Regulations.
The Board of Directors will consider an ordinance to approve the waivers and variance at
