NEW STREET: 100 PROPOSED USES: Single-family Residential None The applicant proposes the development of a 2-acre tract to contain 4 residential lots with 100 feet of new street. A. PROPOSAL/REQUEST: Approval by the Planning Commission of a preliminary plat for a 2-acre development for 4 single-family lots is requested. No variances are requested. The applicant requests approval of an "in -lieu,, fee for detention because of the proximity of the floodplain and the nature of existing downstream improvements. B. EXISTING CONDITIONS: The site is presently undeveloped and wooded. It is currently zoned R-2. The site is bounded by Hinson Road to the south and west, the Longlea development to the east, and Pinnacle View No. 1 to the north. C. ENGINEERING UTILITY COMMENTS: The City Engineering office indicates that the Detention and Excavation Ordinances are applicable to this development. November 16, 1993 ITEM NO.: 6 Continued FILE NO.: S-996-A Water Works reports that an acreage charge of $150.00 per acre is applicable in addition to the normal connection charge. A water main extension is required. Wastewater reports that a sewer main extension, with easements, is required. Arkansas Power & Light Co. will require easements. ARKLA Gas approved the submittal without comment. Southwestern Bell approved the submittal without comment. The Fire Department approved the submittal without comment. D. ISSUESILEGALZTECHNICAL /DESIGN: The application is to indicate the source of title of ownership of the land. Information on the average and minimum lot size is to be furnished. Information on the source of water supply and the means of wastewater disposal anticipated is to be furnished. A preliminary storm water analysis, with a typical ditch section, is to be provided. The plat is to show the location and indicate the physical description of all monuments. A phasing plan, if applicable, is to be shown. PAGIS markers are to be indicated. The surveying and engineering certifications are to be executed. The zoning classification of the tract and of abutting tracts of land are to be shown. A Bill of Assurance is to be provided. The lots that are split between Pinnacle View No. 1 and Pinnacle View No. 2 are to have a means presented for dealing with the overlapping ownership acid their being in two subdivisions. E. ANALYSIS: The deficiencies noted in the application and the plat are routine deficiencies for this point in the process. The needed information can be expected to be furnished. There are no problems which cannot be easily remedied in the application. The division of lots between two subdivisions has been dealt with before, and it is not anticipated that this should present a problem at this point. STAFF RECOMMENDATIONS: Staff recommends approval of the application with the stipulation that the deficiencies and concerns noted above be remedied. SUBDIVISION COMMITTEE COMMENT: (October 28, 1993) Mr. Joe White, with White-Daters & Associates, was present. Staff presented the request and Mr. White reviewed the plan with the Committee. He indicated that he had no comments regarding the deficiencies or concerns noted in the discussion outline. The Committee forwarded the request to the Commission for final resolution. PLANNING COMMISSION ACTION: (November 16, 1993) Staff presented the item and reported that there are no unresolved issues to be addressed. The item was included on the consent agenda for approval and was approved with the vote of 8 ayes, no nays, 2 absent, no abstentions, and 1 open position. 3
