STATEMENT OF PROPOSAL:
Single-family Residential
The applicant proposes the development of a 5-acre tract with 12
single-family lots and 480 feet of street. The proposed street
is to be an extension of the street system in the existing
Longlea Subdivision. Three of the lots are proposed to front on
Taylor Loop Road.
A. PROPOSALLREQUEST:
The applicant requests approval by the Planning Commission
of a preliminary plat for a subdivision to contain 12 lots
on 5 acres. Three of the lots are proposed to front on
Taylor Loop Road. Access to the subdivision lots not facing
Taylor Loop Road is proposed to be gained by extending a
street from the existing Longlea Subdivision. The street
system within this proposed subdivision is to be extended
for access to the Pinnacle view No. 2 addition. Two of the
lots in Pinnacle View No. 1 addition are shown to be partial
lots which are to be combined with lots in Pinnacle View No.
2 to form the whole lots.
The developer requests approval of an "in -lieu' fee for
detention because of the proximity to the floodplain and the
nature of existing downstream improvements.

B. EXISTING CONDITIONS:
The site is presently undeveloped and wooded and is zoned R-
2. It is bordered by the Longlea development to the east
and Taylor Loop Road to the west. Beyond the proposed
Pinnacle View No. 2 to the south is Hinson Road. To the
north is privately held property.
C. ENG_I_N_EERINGLU_TI_LITY COMMENTS:
The City Engineering office indicates that the lots facing
Taylor Loop Road must not have direct driveway access to
Taylor Loop Road, but, instead, a private common drive must
be provided. The Detention and Excavation Ordinances will
be applicable.
Water Works states that an acreage charge of $150.00 per
acre is applicable in addition to the normal connection
charge. A water main extension is required.
Wastewater reports that a sewer main, with easements, is
required.
Arkansas Power and Light Co. indicates that it will require
easements.
ARKLA Gas approved the submittal without comment.
Southwestern Bell will require easements.
The Fire Department approved the submittal without comment.
D. ISSUES/LEGAL,/TECHNICAL/DESIGN:
The application is required to provide the source of title,
information on the minimum and average lot sizes, and
information on the source of water supply and the means of
wastewater disposal anticipated for the development. The
plat is required to include the location of proposed
sidewalks and the location and physical description of
monuments. A preliminary storm drainage plan, with a
typical ditch section, is required to be provided. The
zoning classification of the land within the boundary of the
proposed subdivision, as well as of adjacent property, is to
be shown on the plat. A phasing plan, if applicable, is to
be shown. The surveying and engineering certifications are
to be executed. A Bill of Assurance is to be provided.
A means of dealing with the overlapping lots shared by the
two subdivisions, Pinnacle View No. 1 and Pinnacle View No.
2 must be provided.

E. ANALYSIS:
The deficiencies noted are, for the most part, routine, and
can be easily remedied by the engineer. A means of dealing
with overlapping lots has been provided in previous similar
situations and can be provided in this case.
F. STAFF RECOMMENDATIONS:
Staff recommends approval of the preliminary plat.
Engineering, however, does not recommend approval of waiving
of the requirement for compliance with the Detention
Ordinance.
SUBDIVISION COMMITTEE COMMENT: (October 28, 1993)
Mr. Joe White, with White-Daters & Associates, was present.
Staff presented the item and reviewed the discussion outline with
the Committee and with Mr. White. Mr. White indicated that he
could make the needed modifications. The Committee forwarded the
item to the Commission for the hearing.
PLANNING COMMISSION ACTION: (November 16, 1993)
Staff presented the item and reported that there are no
unresolved issues to be addressed. The item was included on the
consent agenda for approval and was approved with the vote of
8 ayes, no nays, 2 absent, no abstentions, and 1 open position.
