2 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
3 22,343 (DECEMBER 5, 2023)AND ORDINANCE NO. 22,502 (AUGUST 6,
4 2024), TO ADJUST THE FISCAL YEAR 2024 BUDGET ORDINANCE TO
5 REFLECT REVENUE AND EXPENDITURE ADJUSTMENTS FOR THE
6 GENERAL FUND, STREET FUND, VEHICLE STORAGE FUND, AND
7 WASTE DISPOSAL FUND; TO DECLARE AN EMERGENCY; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, the City of Little Rock, Arkansas (City) approved a Comprehensive Budget in Little
11 Rock,Ark.,Ordinance No.22,343 (December 5,2023);and,
12 WHEREAS,the approved Comprehensive Budget was amended by Little Rock,Ark., Ordinance No.
13 22,502 (August 6, 2024) related to American Rescue Plan Act (ARPA) State and Local Fiscal Recovery
14 Funds(SLFRF);and,
15 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
16 Fund and where necessary to authorize the increase or decrease in the Fiscal Year 2024 line items for these
17 and other matters;and,
18 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City
19 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the
20 Board of Directors for approval;
21 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. General Fund. Section 1 of Little Rock,Ark., Ordinance No. 22,502 (August 6, 2024), is
24 hereby amended to reflect an increase in the General Fund Operating Resources, in the amount of one
25 hundred thirty-eight thousand, eight hundred forty-one($138,841)to two hundred fifty-seven million, six
26 hundred forty-nine thousand, sixty-two($257,649,062) and to reflect a decrease in the operating budgets
27 for General Fund Departments by nine hundred one thousand,sixty-four($901,064)to two hundred fifty-
28 six million,six hundred nine thousand,one hundred fifty-seven($256,609,157).
29 Section 2.Street Fund. Section 5 of Little Rock,Ark., Ordinance No. 22,343 (December 5, 2023), is
30 hereby amended to reflect a decrease in Street Fund Operating Resources of four hundred thousand
31 ($400,000), to twenty-five million, seven hundred twenty-nine thousand, five hundred ninety-seven
32 ($25,729,597), and to increase operating budgets for Street Fund operating budgets for Street Fund

1 Departments by nine million,fifty-six thousand sixty-eight($9,056,068)to thirty-four million,two hundred
2 ninety thousand,three hundred sixty-five($34,290,365).
3 Section 3. Vehicle Storage Fund Section 5 of Little Rock,Ark.,Ordinance No.22,343 (December 5,
4 2023), is hereby amended to reflect an increase in the Vehicle Storage Fund Operating Resources of two
5 hundred fourteen thousand, two hundred ($214,200) to two million, four hundred eighty thousand, two
6 hundred($2,480,200).
7 Section 4. Waste Disposal Fund Section 5 of Little Rock,Ark.,Ordinance No. 22,343 (December 5,
8 2023), is hereby amended to reflect an increase in the Waste Disposal Fund Operating Resources of six
9 hundred forty-nine thousand, one hundred ($649,100) to twenty-six million, three hundred sixty-one
10 thousand,nine hundred($26,361,900).
11 Section 5. Records. The Chief Financial Officer is directed to maintain appropriate records which
12 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
13 provided to the Board of Directors on November 12,2024.
14 Section 6.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
15 of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication
16 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the
17 portion so declared or adjudged invalid or unconstitutional were not originally a palt of the ordinance.
18 Section 7.Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock,Ark.
19 Ordinance No.22,343 (December 5,2023)and Little Rock,Ark.Ordinance No.22,502(August 6,2024),
20 or parts of the same,that are inconsistent with the provisions of this resolution,are hereby repealed to the
21 extent of such inconsistency.
22 Section 8.Emergency Clause The City's ability to properly maintain its budgets and to account for its
23 funds is essential to maintain the public health,safety, and welfare;an emergency is, therefore, declared to
24 exist and this ordinance shall be in full force and effect from and after the date of its passage.
