3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
5 SOLE-SOURCE CONTRACT WITH IDEAL BLASTING FOR THE
6 PURCHASE OF ONE (1) ZEUS IDEAL REMOTE FIRING DEVISE FOR
7 THE LITTLE ROCK FIRE DEPARTMENT BOMB SQUAD IN AN
8 AMOUNT NOT TO EXCEED SIXTY TWO THOUSAND THREE
9 HUNDRED FIFTY SIX AND 22/100 DOLLARS ($49,058.00) FUNDED BY
10 THE STATE HOMELAND SECURITY GRANT PROGRAM, TO
11 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

13 WHEREAS, the Emergency Management Division ("EMD") is committed to improving explosive
14 ordinance disposal operations throughout the City of Little Rock, Arkansas ("City") and the purchase of
15 the Zeus Ideal Remote Firing Devise will assist Little Rock Fire Department Bomb Squad, EMD in
16 accomplishing its goal;and,
17 WHEREAS, since September 11, 2001,the City has become eligible for several Emergency Service
18 Equipment Grants;and,
19 WHEREAS,the Zeus Ideal Remote Firing Devise is eligible for a grant and Ideal Blasting is the sole-
20 source vendor for Zeus Ideal Remote Firing Devise;and
21 WHEREAS, the cost of the devise will not exceed Forty Nine Thousand Fifty-Eight Dollars and
22 No/100 Dollars($49,058.00),plus applicable fees and taxes;
23 WHEREAS,one hundred percent(100%)of the funding is provided from the State Homeland Security
24 Grant Program with no fiscal impact to the City and available in the City of Little Rock Accounting Unit
25 270519-72200-G51P211;
26 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF T11Ji CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors hereby authorize the City Manager to enter into a contract with Ideal
29 Biasing for the purchase of one(1)Zeus Ideal Remote Firing Devise with the purchase price not to exceed
30 Forty-Nine Thousand Fifty-Eight Dollars and No/100 Dollars($49,058.00),plus applicable fees and taxes.
31 Section 2. Funding for the purchase shall be fully funded through the State Homeland Security Grant
32 Program with funds available in the City of Little Rock Accounting Unit 270519-72200-G51P211.

1 Section 3. Because Ideal Blasting is the sole source vendor of the Zeus Ideal Remote Firing Devise,
2 the Board of Directors declares it is impractical and unfeasible to submit this purchase to competitive bids.
3 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 ordinance.
8 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
9 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
10 Section 6. Emergency Clause. The Board of Directors of the City of Little Rock, Arkansas, has
11 determined that with development in the area covered by the boundaries of the Improvement District laid
12 off in this ordinance requires,as critical to the public health,safety,and welfare,construction of additional
13 infrastructure; an emergency is, therefore, declared to exist, and this ordinance shall be in full force and
14 effect from and after the date of its passage.
