ANALYSIS
A, EXISTING CONDITIONS
The site is wooded and steep, varying from
15% to 25% slopes. Two watercourses enter
from the east, merge in about the center and
leave running west through proposed Andover
Square Condominiums.
Andover Drive has been extended in previous
phases of Sheraton Park to abut this parcel
on the east. To the west, Andover Square has
been approved with Andover Drive abutting
this property from the west.
B. DEVELOPMENT PROPOSAL
It is proposed to develop this tract in two
parcels Low Density Apartments without
connecting Andover Drive through.
f In the approval of Andover Square, the staff
recommended the extension of Andover Drive
through from Biscayne in order to improve
circulation and relieve the traffic burden on
the inadequate intersection of Biscayne and
Cantrell.
C. ENGINEERING CONSIDERATIONS
None at this time.
D. ANALYSIS
The primary question in this submittal is
whether or not Andover Drive will connect
through.
If so, the plat will have to be resubmitted
in that form. If the Commission does not
require the connection, we would want a
revision which dealt with proper termination
of the street and possible platted service
easements.

E. STAFF RECOMMENDATION
The staff recommends denial of the plat in
this form and that Andover Drive be required
to be extended at collector street standards.
F. SUBDIVISION COMMITTEE RECOMMENDATION
The Subdivision Committee recommends approval
as requested and that the Commission act upon
a detailed site development plan if available
prior to the meeting.
PLANNING COMMISSION ACTION
The Commission voted to defer this matter to the
December 26 meeting.

December 26, 1978 Subdivision Committee Recommendation
The Subdivision Committee repeats its previous
Recommendation for approval. Also, it recommends
approval of a revised plat of Andover Square to
reflect Andover Drive as terminated and realigned with
a sidewalk on the west side. Note that a street
name conflict was created, which must be resolved
on the final plat of Andover Square.
December 26, 1978 Planning Commission Action.
The Commission voted unanimously to approve the
replat of Tract "C" and the site plan proposed on
lot "CR-l" subject to replatting lot "CR-2" and
lot 126 of Sheraton Park into a single parcel.
Also approved was a revised plat of Andover
Square which reflects the termination of Andover
Drive.
