B. Existing Conditions
This project is located at the corner of Interstate 30
and Scott Hamilton. It is bordered on the northeast by
commercial uses consisting of a hotel, pancake house
and gas station.
C . Development Proposal
This a proposal to revise and approve the plat by
platting an additional lot (5) and converting a private
street into a public street by widening and improving.
The applicant is requesting a waiver of a turnaround
facility because of large tracts with adequate traffic
movement possibilities; and that the street be
developed according to industrial street design

with no curb. In toto, 588' of new street is proposed
and the three lots encompass 14.2 acres.
D. Engineerinq Considerations
Dedicate right-of-way to improve Scott Hamilton Road to
arterial standards.
E. Analysis
Wastewater reports that an 8" sanitary sewer main
crossing the property east to west should be shown.
Staff has no problems with the request to develop the
private street as a public street built to arterial
standards. The applicant would still be required to
provide some type of a curvature hammerhead to ensure
adequare turnaround space.
F. Staff Recommendation
Approval, subject to comments made.
SUBDIVISION COMMITEE REVIEW:
Staff requested a hammerhead at the end of the public
street, since it was felt that large trucks would need
adequate turnaround room. Staff explained that they
supported the applicant's request for construction of the
street to industrial standards, without curb/gutter, so the
hammerhead request should not be much of an imposition.
The applicant decided that he would require the building of
a hammerhead in the deed. He also requested that the street
be named 79th Street. This has to be approved by
David Hathcock at 371-4808.
Waterworks stated that there will be a pro rata charge
assessed against Lots 3, 4 and 5. Also, there is a private
line serving Arkansas Electric across the property.
PLANNING COMMISSION ACTION:
The applicant presented a revised plan with a hammerhead
showing the new right-of-way as 81st Street (as requested by
David Hathcock). A motion for approval as revised was made
and passed by a vote of: 11 ayes, 0 noes and 0 absent.
