3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH NOLAND CONSTRUCTION, INC., IN AN
5 AMOUNT NOT TO EXCEED NINETY-ONE THOUSAND, FOUR
6 HUNDRED SEVENTY DOLLARS ($91,470.00), FOR A RIGHT TURN
7 LANE ON CHENAL PARKWAY AT LOYOLA DRIVE;AND FOR OTHER
8 PURPOSES

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design roadway
11 improvements to address street deficiencies near the intersection of Chenal Parkway at Loyola;and,
12 WHEREAS, project improvements include construction of a right turn lane on Chenal to provide
13 improved vehicular access to Loyola;and,
14 WHEREAS,pursuant to Bid Event No. 2649,Noland Construction, Inc. was the lowest responsive,
15 responsible bid meeting the requested bid requirements out of two(2)bids received;and,
16 WHEREAS,the total cost of the project shall not exceed Ninety-One Thousand,Four Hundred Seventy
17 Dollars($91,470.00),which includes a 20%contingency.
18 WHEREAS,funding for the project is from the Limited Tax General Obligation Capital Improvement
19 Bonds as authorized by Little Rock, Ark., Resolution 15,968 (May 2, 2023) with funds from Account
20 Activity B3D042S;
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. The Board of Directors authorizes the City Manager to execute an agreement with Noland
24 Construction, Inc., in an amount not to exceed Ninety-One Thousand, Four Hundred Seventy Dollars
25 ($91,470.00),which includes a 20%contingency,for the Chenal Parkway at Loyola Drive Right Turn Lane
26 Improvement Project.
27 Section 2. Funding for this project is allocated in the Limited Tax General Obligation Capital
28 Improvement Bonds as authorized by Little Rock,Ark., Resolution No. 15,9668 (May 2, 2023),Account
29 No.B3D029D.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution,which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
34 resolution.

1 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
2 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
