VARIANCES REQUESTED:
1. Cul-de-sac length to permit 770 feet.
2. Termination of a cul-de-sac within 10 feet of the plat
boundary.
A. Existing Conditions
The site is rolling and heavily wooded except where
cleared for previous development along Kanis Road. It
is traversed from north to south by a fairly large water
course which enters the property north of Kanis.
All utilities are available in the vicinity.
Adjacent streets (Kanis, Timber Ridge and Bowman) are
built to County standards with roadside drainage
ditches.
B. Development Proposal
The predominant use will be single family residences
served by a conventional system of cul-de-sacs of
through streets.

Along Kanis Road, a combination of apartment, office and
commercial uses are proposed on tracts of 1 to 2.5 acres
which will receive further Commission review upon
development as multiple building sites.
Parkland and jogging trails are proposed on about 6 and
1/3 acres. Jogging trails if paved and if approved by
the Commission could substitute half or part of the
sidewalks required by the Ordinance.
Two collector streets will traverse the site as proposed
to be shown on the revised Master Street Plan.
All boundary streets are proposed to be built to current
standards.
The City limits are adjacent on the north which would
require annexation of this property. Proposed zoning
should be dealt with at that time.
Park site 29-NF is shown on the Master Parks Plan to
occupy ten acres in the northwest corner of the
property. This will require release within 90 days or
acquisition within one year by the Board of Directors.
C. Analysis
Design and configuration is good. Further details
should be provided on street design at Rain Forest and
Kanis, and on the specific locations of sidewalks.
Curb cuts along Kanis could be minimized or eliminated
by means of access easements leading off Rain Forest
Drive.
D. Staff Recommendation
The staff recommends approval subject to the following:
1. Annex to the City and apply for appropriate
rezonings.
2. 40 foot building lines are required along Kanis (a
major collector) for apartment tracts 45' for
commercial or office. Apartment tracts to provide
40' interior setbacks and 6' opaque fences.

3. Indicate street design at entries and specify
sidewalk locations in conformance with the
Ordinance.
4. Provide access easements off Rain Forest Drive for
tracts fronting on Kanis and indicate restriction of
vehicular access on Timber Ridge also.
5. Park Site 29NF to be acted upon by the Board of
Directors.
6. Approved variances for cul-de-sac length and
termination within 10' of the plat boundary.
Subdivision Committee Recommendation:
The Subdivision Committee recommends approval as recommended
by the staff. (The applicant has requested specific
approval to permit use of 40' front setbacks for drives and
manuvering area.)
Planning Commission Action:
The Planning Commission voted unanimously to grant approval
as recommended by the Subdivision Committee with decisions
on drives and setbacks to await submittal of detailed
development plans.
