The following items are provided: 1. Eighteen copies of the proposed preliminary plat drawing. 2. Completed application forms. 3. Three copies of the most current boundary survey. 4. Our filing fee check for $580.00. The majority of this property is not platted and has been shown as Tract H on prior surveys. There is also one platted parcel which is Tract H-3A. Our proposal is to create three new tracts as shown in the preliminary plat drawing. In conjunction with this application, we have filed an application to abandon the existing Brookwood Drive right-of-way, south of Cedar Hill Road. We have also filed applications to abandon two existing utility and drainage easements that were recorded with Tract H-3A. The purpose of this application is to subdivide the property for future development of parking facilities that will support the main campus properties as well as other potential uses. Monday, December 05, 2011 Page 3 of 3 MEMORANDUM TO: DONNA JAMES, SUBDIVISION ADMINISTRATOR FROM: CHRISTY MARVEL, PLANS DEVELOPMENT ADMINISTRATOR CC: DANA CARNEY, ZONING & SUBDIVISION MANAGER SUBJECT: REVIEW OF THE BUFFER AND LANDSCAPE REQUIREMENTS OF THE JANUARY 05, 2012 PLANNING COMMISSION AGENDA DATE: December 5, 2011 3. Rock Creek Crossing (Z-5258-D) Site plan must comply with the cities minimal landscape and buffer ordinance requirements. The zoning ordinance requires an average seventeen -foot (17') wide street buffer along Markham Street, in front of the proposed restaurant. In no case can this amount be less than nine foot (9') in width. The zoning ordinance requires an average twenty-seven foot (27') wide street buffer along the remainder of Markham Street, in front of the existing retail space. In no case can this amount be less than thirteen foot (13') in width. The landscape ordinance requires a minimum nine -foot (9') wide perimeter landscape strip around the sites entirety. There are currently parking spaces, driveways, backup areas, and perhaps dumpster pad areas within this area; revise. These must be removed. A variance from this minimal city ordinance will require a variance from the City Beautiful Commission prior to the issuance of a building permit. A small amount of building landscaping will be required. The landscape ordinance requires a minimum of 8 % of the paved areas be landscaped with interior islands of at least 7 % feet in width and 300 square feet in area. Proposed plan does not currently reflect this minimum. Interior islands are to be evenly distributed throughout the property. An automatic irrigation system is required. Prior to the issuance of a building permit, it will be necessary to provide landscape plans stamped with the seal of a Registered Landscape Architect. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. 4. .10303 Colonel Glenn Road _ _(Z-5703-C) Site plan must comply with the cities minimal landscape and buffer ordinance requirements. There is a small portion of this site that adjoins residentially zoned property along the southeasterly property line. This area needs to remain undisturbed or if no existing vegetation exists additional, large, evergreen trees and shrubs must be planted in conjunction with this application. The scale on this drawing is inaccurate. Should reflect 1" = 50'-0" A small amount of building landscaping will be required. Berming along the streets is encouraged. It appears behind all of the buildings is completely asphalted. Recommend the addition of some greenspace/permeable surface area. 5. 3618 Baseline Road Z-8531-A Site plan must comply with)he cities minimal landscape and buffer ordinance requirements. An upgrade may be required if the rehabilitation of the structure exceeds fifty percent (50%) of the current replacement cost. Asphalt/concrete must be removed in conjunction with this application. Curb and gutter will be required to separate the parking areas from the landscape areas. Staff recommends installing two (2) interior islands that are seven and a half foot in width (7 1/2') and one hundred fifty square foot in area (150) minimum in size. These islands will also help with vehicular circulation. 6. 910 E. 91h Street (Z-8728) Site plan must comply with the cities minimal landscape and buffer ordinance requirements. An upgrade may be required if the rehabilitation of the structure exceeds fifty percent (50%) of the current replacement cost. Asphalt/concrete must be removed in conjunction with this application. Curb and gutter will be required to separate the parking areas from the landscaped areas. Staff recommends installing two (2) interior islands that are seven and a half foot in width (7 11/2') and one hundred fifty square foot in area (150) minimum in size. These islands will also help with vehicular circulation. 8. 3924 West Markham (Z-8730) Site plan must comply with the cities minimal landscape and buffer ordinance requirements. The zoning ordinance requires a six foot nine inch wide (6'-9") land use buffer along the northern property line next to the residentially zoned property. This area is to remain undisturbed; it cannot be graded within. If ample evergreen vegetation is not present then additional evergreen trees and evergreen shrubs will be required in conjunction with this application. The zoning ordinance requires a six foot nine inch (6'-9") wide street buffer along Markham Street. The current proposal reflects parking within this area; revise. The landscape ordinance requires a minimum nine -foot wide (9') landscape perimeter around the sites entirety. A variance from this minimal amount will require approval from the City Beautiful Commission prior to the issuance of a building permit. This site is located within the designated mature area of the city; therefore, this amount can be reduced down to six foot nine inches if needed. A small amount of building landscaping will be required. a A six foot high opaque screen, either a wooden fence with its face side directed outward, a wall or dense evergreen planting, is also required along the northern property line next to the residentially zoned property. The dense evergreen plantings may suffice for screening, in that, it must screen year around. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when properly preserving trees of six (6) inch caliper or larger.
