BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Chapter 31 of the Code of
Ordinances be amended to provide for variances from certain
requirements within the Subdivision Regulations of the City
of Little Rock for PLEASANT RIDGE SUBDIVISION, LOTS 3A, 3B,
3C, 3D, AND 3E (S-50-I), and located on the south side of
Pleasant Ridge Rd., approximately 0.2 mile west of Cantrell
Rd., as follows:
Subsection a. That a variance be approved from
the provisions of Section 31.210.e, which states that
the"spacing requirements for points of access from
collector streets to commercial subdivision lots shall
be limited to one driveway or access point for each 300
feet of lot frontage, and states that shared or common
driveway points are encouraged to reduce the impact of
the requirements on lots of less than 300 feet in
frontage, and permit Lot 3A to have its own drive
access point and Lot 3B to have two access points.
SECTION 2. This ORDINANCE shall take effect thirty
(30) days from and after its passage.

(5-50-I), located on the south side of Pleasant Ridge Rd., approximately
0.2 mile west of Cantrell Rd., at the southwest corner of Pleasant Ridge
Rd. and Fairview Rd., approval of a VARIANCE to permit a driveway
access point to be located within the 200 foot frontage of Lot 3A in lieu
of being required to have a common or shared driveway with an abutting
lot, and approval of a VARIANCE to permit two driveway access points
to Lot 3B in lieu of being limited to one access point or being required
to have a common or shared driveway with an abutting lot.

Staff recommends approval of the VARIANCES.
The Planning Commission recommended approval of the VARIANCES
with the vote of 9 ayes, 0 noes, 2 absent, and 0 abstentions.
On January 5, 1996, the required notice was sent to both the Pleasant
Forrest Neighborhood Association and to the Walton Heights-
Candlewood Neighborhood Association, notifying these neighborhood
associations of the proposed preliminary plat. .
On January 16, 1996, the required notice forms, indicating the nature
of the request and the date and time of the meeting, were mailed by
certified mail, to all record abutting property owners.

BACKGROUND
On January 30, 1996, the Planning Commission conducted a public
hearing on the proposed subdivision. No one spoke in opposition to the
request, nor did staff hear from anyone expressing concern about the
proposed subdivision.
In 1980, a preliminary plat was approved which created Lot 3 as a single
lot with 1,330 feet of frontage on Pleasant Ridge Rd. The current
application for preliminary plat approval involved subdividing this single
lot into 5 lots, and the Planning Commission approved the requested
preliminary plat, subject to the Board of Directors granting the needed
variances.
Sec. 31-210.e of the Subdivision Regulations states that the spacing
requirements for points of access from (among others) collector streets
to commercial subdivision lots "shall be limited to one driveway or
access point for each 300 feet of (lot) frontage. "Shared or common
driveway points are encouraged to reduce impact of these requirements
on lots less than 300 feet in frontage." As a variance from this standard,
the applicant requests that Lot 3A, which as 200 feet of frontage on
Pleasant Ridge Rd., be permitted to have its own drive access point, and
that Lot 3B, which has 255 feet of frontage on the street, be permitted
to have two drive access points. (Lots 3C and 3D would have a shared
driveway; Lot 3E has enough frontage to have its own access point.)
Lot 3B is the location of ail. S. Post Office facility, and the Postal
Service requires two drive access points for its facilities. The two drives
on Lot 3B leaves Lot 3A with no lot with which to share a driveway.
Public Works notes that the provisions of Sec. 31-210.e, which permit
one drive access point for each 300 feet of lot frontage, would permit
4.43 drives in the 1,330 feet of frontage along Pleasant Ridge Rd. With
the single drive to Lot 3A, the two driveways for Lot 313, the shared
driveway for Lots 3C and 3D, and the single drive for Lot 3E, five
drives, total, are proposed, and this is substantially in compliance with
the regulations, as far as the number of access points permitted in the
total length the frontage. Public Works recommends approval of the
requited variances.
