The Commission voted unanimously to approve the plat as
recommended by the Staff, but without requirement of
improvements on Highway #10. Specific rationales stated in
the discussion were: (1) the lack of benefit of access from
the highway to residential areas of the plat; (2) provision
of a full collector street as access to the residential
areas; (3) topographical limitations and the need to place
all widening on the north side of the highway; and (4)
absence of a mechanism to accept a cash contribution in lieu
of construction.

A dicussion of the issues involved in the agree ent was
held. The staff outlined the points of possi de conflict
with th following being foremost:
1. Armactive inspection and enfo ement program
(Pa 2).
2. Review me for coordition with county ( Page 3 ) .
3. Initiating agent. f requesting review of
agreement (P
4. TimXperiod or ag ement termination.
The concensusand Commi ion was that although this
instrument is in some res}ects, it is a starting
point. �
The Comm' sion voted to endorse the agre ent and recommend
its ap ❑val to the City Board of Director The vote was:
