The Board of Directors of the City of Little Rock, Arkansas, reconvened from the May 21, 1996 regular meeting with Mayor Jim Dailey presiding. City Clerk Robbie Hancock called the roll with the following Directors present: Directors Sharp, Mason, Kumpuris, Adcock, Hinton, Keck, and Wyrick - total 7; Absent - Directors Wilson, Hodges, and Joyce - total 3. With a quorum present, Mayor Dailey declared the Board of Directors in session and stated the purpose of the reconvened meeting was to consider an Ordinance regarding the River Market Design Overlay District, which had been deferred from May 7, 1996 and May 14, 1996. Mayor Dailey announced that the proposed Ordinance entitled: "AN ORDINANCE AMENDING LITTLE ROCK ORDINANCE NO. 17,136 TO ADD DESIGN GUIDELINES TO THE RIVER MARKET DESIGN OVERLAY DISTRICT, TO CODIFY IN CHAPTER 36 OF THE LITTLE ROCK CODE OF ORDINANCES, TO ADD LANGUAGE CONCERNING PURPOSES AND INTENT AND APPLICATION OF DISTRICT REGULATIONS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES" would be deferred until June 4, 1996. (Director Hodges enrolled at 4:15 o'clock P.M.) Dr. Roy Bland, 5111 "B" Street, had attended the Board of Directors regular meeting on May 21, 1996, and turned in a card to speak during Citizen Communications. However, his card was misplaced and he was not given the opportunity to speak. Assistant City Manager Cy Carney had written a letter of apology to Dr. Bland and invited him to address the Board of Directors at the reconvened meeting. Dr. Bland spoke to the Board on the issue of applying the leash law to cats. He named a number of cities that do have cat leash laws and requested that the Little Rock Code of Ordinances be amended to include a cat leash law. Director Adcock stated that the local Veterinarian Association is currently working on a cat leash law to present to the City of Little Rock. Public Works Director Chandra Russell stated that staff proposed a cat leash law about three years ago, but the Board of Directors and the general public were not agreeable at that time. She suggested that the Veterinarian Association work with the Little Rock Animal Services Division to come up with the best possible cat leash law. There being no further business to be presented, the reconvened meeting was adjourned at 4:20 o'clock P.M. to meet again in regular session on Tuesday, June 4, 1996, at 6:00 o'clock P.M.
