3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH L.E.G.ENTERPRISES,INC.,IN
5 AN AMOUNT NOT TO EXCEED FIVE HUNDRED NINE
6 THOUSAND, EIGHT HUNDRED NINETY-SEVEN AND 18/100
7 DOLLARS ($509,897.18), FOR KIRK AND RAHLING ROAD
8 SIGNAL; AND FOR OTHER PURPOSES

10 WHEREAS,it has been deemed appropriate and necessary to construct a new traffic signal at
11 the intersection of Kirk Road and Rahling Road;and,
12 WHEREAS, project improvements include construction of a new traffic signal system and
13 other improvements;and,
14 WHEREAS, pursuant to Bid Event No. 2613, L.E.G. Enterprises, Inc. was the lowest,
15 responsive,responsible bidder meeting the requested bid requirements of the two(2)bids received;
16 and,
17 WHEREAS, the total cost for this contract shall not exceed Five Hundred Nine Thousand,
18 Eight Hundred Ninety Seven and 18/100 Dollars ($509,897.18) which includes a twenty percent
19 (20%)contingency,if needed;and
20 WHEREAS, funding for the project is from the 2022 Capital Improvement Bonds as
21 authorized by Resolution 15,968(May 2,2023)with funds from Account Activity B5D041 S;
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
23 CITY OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City Manager is hereby authorized to execute an agreement with L.E.G.
25 Enterprises,Inc.in an amount not to exceed Five Hundred Nine Thousand,Eight Hundred Ninety
26 Seven and 18/100 Dollars ($509,897.18), which is the base bid amount of Four Hundred Twenty
27 Four Thousand,Nine Hundred Fourteen Dollars and 32/100($424,914.32)which includes a twenty
28 percent (20%) contingency, if needed, for construction of new traffic signal system and other
29 improvements.
30 Section 2. Funding for this project is from the 2022 Capital Improvement Bonds as authorized
31 by Resolution 15,968(May 2,2023)with funds from Account Activity B5D041 S.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
33 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
34 declaration or adjudication shall not affect the remaining portions of the resolution which shall

1 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
2 was not originally a part of the resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
4 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
5 inconsistency.
