AND PLAT
KNOW ALL MEN BY THESE PRESENTS:
WHEREAS, CONSTRUCTION DEVELOPERS, INCORPORATED, ("CONDEV"),
is the sole owner of certain lands situated in Pulaski County,
Arkansas, described as follows, to wit:
Part of Blocks 21 & 26, Worthens Subdivision, part of
Riverside Park Addition, part of Stillman & Buchanan's
Addition, all in the City of Little Rock, Arkansas,
part of Blocks 360 & 361, Original City of Little Rock,
Arkansas, part of High Street (closed), Riverside
Avenue (closed); part of closed alleys lying within and
adjacent to said Stillman & Buchanan's Addition and
Riverside Park Addition and part of the fractional SW
1/4, Section 34, T-2-N, R-12-W, lying South of the
Arkansas River, Pulaski County, Arkansas, all more
particularly described as: Beginning at the
intersection of the boundary line common to Blocks 360
& 361 of the Original City of Little Rock, Arkansas and
the North Right-of-way line of Cantrell Road (Arkansas
State Highway No. 10); thence Westerly along said North
right-of-way line the following bearing and distances:
N 80° 21' 30" W, 684.0 ft.; N 090 38' 3011E, 8.27 ft.; N
80° 21' 3011W, 340.90 ft.; N 800 36' 3511W, 40.23 ft.; N
800 18' 5611W, 290.05 ft.; N 090 58' 0411E, 7.01 ft. and
N 80° 30' 3311W, 58.85 ft. to a point; thence N 050 45'
211-W, 137.42 ft. to a point, thence N 020 22' 5911E,
230.20 ft. to a point on the ordinary high water line
of the Arkansas River; thence S 820 20' 0411E, along
said ordinary high water line, 116.4 ft. to a point;
thence N 740 04' 2411E and continuing along said
ordinary high water line, 254.60 ft. to a point on the
west line of Lot 6, Block 25, said Stillman &
Buchanan's Addition; thence N O10 34' 2411E along said
West line of said Lot 6 to the Northwest corner of said
Lot 6; thence Easterly along the North line of said Lot
6 and along North lines of Lots 1 thru 5, said Block
25, to the Northeast corner of said Lot 1, said corner
also being the Northwest corner of Lot 7, Block 24,
said Riverside park Addition; thence Easterly along the
North line of Lot 7 and along the North lines of Lots 1
thru 6, Block 24, to the Northeast corner of said Lot
1, Block 24; thence Southerly along the East line of
said Lot 1 to a point on the South bank (edge of water)
of the Arkansas River; thence Easterly along said South
bank to a point on the Northerly extension of the East

line of the West 15 ft. of Block 360, said Original
City of Little Rock, Arkansas; thence S 080 34' 0011W
along said Northerly extension and along the East line
of the West 15 ft. of said Block 360, to a point on the
North right-of-way line of Cantrell Road (Arkansas
State Highway No. 10); thence N 800 21' 3011W along said
North right-of-way line, 15.0 ft. to the point of
beginning containing 14.3860 Acres above the high water
mark of the Arkansas River,
AND
Lot 2 & The East 35 ft. of Lot 3, Block 360, Original
City of Little Rock, Arkansas, containing 1.275 Acres
more or less.
Total property (the "Property") containing 15.661
acres, more or less; and
WHEREAS, it is desirable that all of the above -described
Property be platted or replatted, as applicable, as a single
addition consisting of three (3) lots; and
WHEREAS, CONDEV has caused Joe D. White, a registered,
professional land surveyor, and Timothy E. Daters, a registered
professional engineer, to survey and plat the Property into an
addition known as "Dillard's Addition to the City of Little Rock,
Pulaski County, Arkansas" under date of December 26, 1989,
revised October 5, 1990, and last revised August 19, 1993,
showing the boundaries and dimensions of the Property and bearing
a Certificate of Final Approval executed by the Little Rock
Planning Commission (the "Plat");
WHEREAS, the Plat has been filed of record in the office of
the Circuit Clerk and Ex-Officio Recorder for Pulaski County,
Arkansas in Plat Book at page ;

NOW, THEREFORE, CONDEV hereby adopts the Plat and makes it a
part of this Bill of Assurance as though it were attached hereto,
and subjects the Property to the terms hereof.
1. The Property shall be forever known as "Dillard's
Addition to the City of Little Rock, Pulaski County, Arkansas"
and any and every deed of conveyance of any lot in the Dillard's
Addition to the City of Little Rock, Pulaski County, Arkansas
describing the same by the lot number or numbers shown on the
Plat, shall always be deemed a sufficient description thereof.
2. The bounds and dimensions of the Property, and the lots
and interior angles thereof, are as shown on the Plat.
3. There are shown on the Plat certain easements for
drainage and utilities, which CONDEV hereby donates and dedicates
to, and for use by, public utilities, the same being, without
limiting the generality of the foregoing, electric power, gas,
telephone, water and sewer, with the right hereby granted to the
persons, firms or corporations engaged in the supplying of such
public utility services to use and occupy such easements and to
have ingress and egress therefrom for the installation,
maintenance, repair, and replacement of such utility services.
4. There are shown on the Plat certain street and roadway
easements and rights -of -way for the widening of Cantrell Road
(Arkansas State Highway No. 10) and the establishment of an
entrance to the Property off of Cantrell Road onto Dillard
Parkway, which easements CONDEV hereby donates and dedicates to,
and for use by, the public.

5. The filing of this Bill of Assurance and Plat for
record in the office of the Circuit Clerk and Ex-Officio Recorder
for Pulaski County, Arkansas, shall be a valid and complete
delivery and dedication of the street and utility easements and
rights -of -way shown on the Plat.
WITNESS, the undersigned individuals, being the authorized
officers of CONDEV, the owner of the Property shown in the Plat,
have executed this Bill of Assurance and Plat on this r� day
of August, 1993.

Re: 1600 Cantrell Road, Dillards Executive Offices
Construction plan approval
Dear Mr. Daters:
This office has reviewed plans consisting of nine (9) sheets
revised February 23, 1990 and five (5) sheets of street
cross -sections. The plans are approved subject to the
following provisions:
I. Sheet #3 - Locate the sidewalk a minimum distance
of five (5) feet from the back of the curb along
the driveway island at Station 6+40 Cantrell Road.
2. Sheet #4 - Curb inlet at Station 9+75: Provide a
three (3) inch depressed gutter to aid in
collecting stormwater before it reaches the low
sloped street gutter.
3. Sheet #5 - Extend the sidewalk at the distance of
five (5) feet minimum from the back of the curb to
the western end of the site. Construct ramp for
the handicapped at the western end.
4. Sheet #9 - Show by note that the traffic island in
the street right-of-way will be landscaped and
maintained by the developer.
It is noted that this approval pertains only to the items
shown in this set of plans. Any proposals or correspondence
relating to traffic signalization should be directed to
Wayne Sherrell, Traffic Manager.

All construction within the right-of-way of Cantrell Road is
subject to review and approval by the Arkansas Highway and
Transportation Department.
One copy of approved plans with the above items noted in red
is being returned to you.
