APPLICANT: Conrad Mitchell
LOCATION: 808 Dreher Cut-off, Southwest Little Rock
PROPOSAL/REQUEST:
Mr. Conrad Mitchell, the owner of 11.9 ac. at 808 Dreher
Cut-off requested that the Planning Commission grant him
relief of subdivision ordinance plat and plan requirements.
The owner had recently placed three mobile homes on the
property. There was already an existing house and mobile
home on the property.
The mobile homes are occupied by the owner's mother-in-law,
brother-in-law, wife, and Thomas Van Bibber. The owner did
not.intend to subdivide the property or sell any of the
land, or put any more mobile homes there. He may decide
rent his mobile home in the future.
STAFF REPORT:
We included resolution #91 of the Little Rock Planning
Commission establishing a policy and procedure for
extraterritorial subdivisions for review to determine if
waiver of subdivision plat and plan should be granted.
SUBDIVISION COMMITTEE COMMENTS: (March 14, 1991)
The applicant was present. Mr. Mitchell described the site
and various elements of the existing situation. He
indicated that he does not intend to subdivide or sell any
of the land or the mobile homes.
A general discussion followed involving the applicant,
staff, and committee members. Several options were
discussed. It was determined that the staff and committee
would accept the present conditions without requiring a plat
at this time. Any further expansion or addition will
require plat and all physical improvements.
There being no further discussion, the matter was forwarded
to the full Commission for final resolution.

PLANNING COMMISSION ACTION (March 26, 1991)
The applicant was not present nor was he represented. The
Planning Staff reported that the reason for Planning
Commission review was the enforcement action created by
placing five structures on one tract of land.
A lengthy discussion of the matter followed with several
Commissioners asking questions concerning the acreage,
number of mobile homes and reasons for placement of mobile
homes on the property.
Mr. Wood offered a lengthy history and explanation of this
case. He pointed out that a family conflict created the
situation and that everyone must have their own mobile home
when taking care of the sick person living in the principal
structure. He also stated that the Planning Commission can
ask the applicant to subdivide the property, create a mobile
home park, remove the mobile homes, or ignore the existing
situation.

The applicant was present. Staff recommended that applicant
remove all mobile homes except one or subdivide the
property.
Mr. Mitchell, the owner, then addressed the Commission. He
indicated that 3 mobile homes belong to his family and the
fourth one to the Little Rock Plumber. He also stated that
one of the mobile homes will be removed soon, other ones he
would like to keep. He also stated that the person living
in the main structure is a 66 year old woman who had a
stroke several months ago and requires a lot of care from
family members.

Other Matters
The Commission determined that Mr. Mitchell will remove two
mobile homes in 90 days and leave two mobile homes. He also
will not sell any mobile home or any part of the 12 acre
tract in the future. A motion, was made to that effect and
passed by a vote of 6 ayes, 0 nays, 1 abstention, and 4
absent.
