NAME: Baseline Retail Subdivision Site Plan Review
LOCATION: located at 8815 Baseline Road
Plannina Staff Comments:
1. Provide notification of the property owners located within 200-feet including the
certified abstract list, notice form with affidavit executed and proof of mailing. The
notice must be mailed no later than December 3, 2014. The Office of Planning and
Development must receive the proof of notice no later than December 12, 2014.
2. The cover letter indicates the existing building will be divided into four (4) tenant
spaces. Provide a tenant mix or a commitment the use of the spaces will match the
parking available on the site. 48-parking spaces will be required to serve the two (2)
restaurant users. The site plan indicates there will be a total of 107-parking spaces
to serve the site.
3. Will the two (2) dumpster locations serve the three (3) buildings?
4. Provide the location of the order menu boards and the location of the required
screening wall or request a variance to eliminate the required placement of the
screening wall. (Section 36-298)
5. The dumpster located on Baseline Road is located within the required building
setback. Section 36-298 states dumpsters and trash containment areas shall not be
located within the front yard setback area or street side yard setback area. Relocate
the dumpsters away from Baseline Road.
6. The driveway/drive-through located along the south side of the existing building must
be removed.
7. Provide details of the proposed signage plan, including building and ground signage.
If signage is proposed along the south side of the buildings a variance must be
approved. Will each of the new buildings and the existing building all have individual
ground signs?
8. Provide the location of the order board.
Variance/Waivers:
Public Works Conditions:
1. Baseline Road is classified on the Master Street Plan as a principal arterial with
special design standards. Dedication of right-of-way to 45 feet from centerline will
be required.
2. Obtain permits for improvements within State Highway right-of-way from AHTD,
District VI.

3. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-
of-way prior to occupancy.
4. If disturbed area is one (1) or more acres, obtain a NPDES stormwater permit from
the Arkansas Department of Environmental Quality prior to the start of construction.
5. Show the existing curb cuts located on the north side of Baseline Road on the site
plan.
6. The proposed driveway location on Baseline Road creates left turn conflicts with the
McDonalds one way in driveway located to the east about 90 feet. Moving the
driveway to align with the McDonalds one way in driveway will move the driveway
about 220 feet from the Walmart driveway. Chapter 31-210 of City code requires at
least 300 feet between driveways. Staff cannot recommend approval of the variance
from the driveway spacing criteria.
7. The driveway and drive aisle should align within the site and not jog as proposed.
8. In accordance with Section 31-210 (h)(12), access driveways running parallel to the
street shall not create a four-way intersection within 75 feet of the future curb line of
the street.
9. Show the order board location with the vehicle stack similar to shown on original
plan.
Utilities and Fire Department/County Planning:
Wastewater: Sewer available to this project.
Entergy: Entergy dose not object to this proposal. There is an existing 3-phase line on
the north side of the property along Baseline Road. Care must be taken in the location
of the dumpsters as raising them up to dump underneath a power line is not acceptable.
The drive/entry appears to miss the existing pole locations. Contact Entergy in advance
to discuss service needs as the property develops.
Centerpoint Ener_y. No comment received.
AT & T: No comment received.
Central Arkansas Water:
1. All Central Arkansas Water requirements in effect at the time of request for water
service must be met.
2. Due to the nature of this facility, installation of an approved reduced pressure zone
backflow preventer assembly (RPZA) is required on the domestic water service.
This assembly must be installed prior to the first point of use. Central Arkansas
Water requires that upon installation of the RPZA, successful tests of the assembly
must be completed by a Certified Assembly Tester licensed by the State of Arkansas
and approved by Central Arkansas Water. The test results must be sent to Central
Arkansas Water's Cross Connection Section within ten days of installation and

annually thereafter. Contact the Cross Connection Section at 501.377.1226 if you
would like to discuss backflow prevention requirements for this project.
3. This development will have minor impact on the existing water distribution system.
Proposed water facilities will be sized to provide adequate pressure and fire
protection.
4. The Little Rock Fire Department needs to evaluate this site to determine whether
additional public and/or private fire hydrant(s) will be required. If additional fire
hydrant(s) are required, they will be installed at the Developer's expense.
5. Please submit plans for water facilities and/or fire protection system to Central
Arkansas Water for review. Plan revisions may be required after additional review.
Contact Central Arkansas Water regarding procedures for installation of water
facilities and/or fire service. Approval of plans by the Arkansas Department of
Health Engineering Division and the Little Rock Fire Department is required.
6. If there are facilities that need to be adjusted and/or relocated, contact Central
Arkansas Water. That work would be done at the expense of the developer.
7. A Capital Investment Charge based on the size of meter connection(s) will apply to
this project in addition to normal charges. This fee will apply to all connections
including metered connections off the private fire system.
Fire Department: Maintain access, fire hydrants per code. Contact the Little Rock
Fire Department for additional information.
County Planning: No comment.
CATA
Parks and Recreation: No comment received.
Building Code: Project is subject to full commercial plan review approval prior to
issuance of a building permit. For information on submittal requirements and the review

Plannina Division: No comment.
Landscape:
1. Site plan must comply with the City's landscape and buffer ordinance requirements.
2. Street buffers will be required at six (6) percent of the average depth of the lot. The
minimum dimension shall be one-half ('/2) the full width requirement but in no case
less than nine (9) feet. Easements cannot count toward fulfilling this requirement.
The plantings, existing and purposed, shall be provided within the city's landscape
ordinance requirements.

■ A minimum thirteen and a half (13.5) foot wide buffer (6% of the average
lot width) is required along Baseline Road.
3. Dumpsters and trash containment areas shall not be located within the front yard
setback area or street side or exterior side yard setback area. Relocate dumpster
area to the south of the property.
4. Screening requirements will need to be met for the vehicular use areas adjacent to
street right-of-ways. Provide screening shrubs with an average linear spacing of not
less at three (3) feet within the required landscape area. Provide trees with an
average linear spacing of not less than thirty (30) feet.
5. A perimeter planting strip is required along any side of a vehicular use area that
abuts adjoining property or the right-of-way of any street. This strip shall be at least
nine (9) feet wide. One (1) tree and three (3) shrubs or vines shall be planted for
every thirty (30) linear feet of perimeter planting strip.
6. Eight percent (8%) of the vehicular use area must be designated for green space;
this green space needs to be evenly distributed throughout the parking area(s). The
minimum size of an interior landscape area shall be one hundred fifty (150) square
feet for developments with one hundred fifty (150) or fewer parking spaces. Interior
islands must be a minimum of seven and one half (7 1/2) feet in width. Trees shall
be included in the interior landscape areas at the rate of one (1) tree for every twelve
(12) parking spaces.
7. Landscape areas shall be provided between the vehicular use area used for public
parking and the general vicinity of the building, excluding truck loading or service
areas not open to public parking. These areas shall be equal to an equivalent planter
strip three (3) feet wide along the vehicular use area.
8. A landscape irrigation system shall be required for developments of one (1) acre or
larger.
9. The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can
be given when preserving trees of six (6) inch caliper or larger.
Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include
the additional information as noted above) to staff on Wednesday, November 26, 2014.
