Underground drainage STATEMENT OF PROPOSAL: This item proposes the creation of two home sites within a parcel containing more than 9 acres. These lots are located in an area of large estate size lots with structures well removed from the street. These lots will have large frontages along Stewart Road, one lot at 506 feet and the other 374 feet of frontage. The owner proposes to dedicate the right-of-way as required for Stewart Road, but requests that he be relieved from the requirement of building a minor arterial street in an area of the county with very few urban standard improvements. A. PROPOSALIRQ EST: That the Planning Commission approve a two lot preliminary plat which can be filed for record as a single filing. After receipt of variances from the City Board of Directors for any and all physical improvements on the adjacent roadway. FILE NO. - 62 B. EXISTING CONDITIONS: The existing property is in a rural state, undeveloped and is a remnant from a previous ownership now developed as Ironhorse Estates. That subdivision lies immediate to the west, taking access to Ranis Road on the north. The existing roadway in front of this property, Stewart Road, is a Master Street Plan arterial. However, this road is currently being maintained by the county at their standard for a two lane roadway with open ditches. C. ENGINEERING OTILTTY COMMENTS: Public Works reports that minor arterial right-of-way and improvements on Stewart Road are required, plus sidewalks. PAGIS information should be provided on the plat as required by ordinance. The Little Rock Water Works and Waste Water Utility report that water and sewer service are not available at this time. D. ISSUES/LEGAL/TECHNICAL/DESIGN: The plat is in proper form. The only two items remaining for inclusion within the plat to complete the preliminary/final plat approval would be the installation of PAGIS Monumentation and proper certification, plus the right-of-way dedication as required for Stewart Road per Master Street Plan. E. ANALYSIS• Planning staff's view of this plat is that a lotting arrangement of this order is appropriate in this area of the city jurisdiction. The two lots involved, if containing slightly more than a half acre additional land would not require a subdivision plat. One of the lots at 5.4 acres exceeds the minimum standard. Lot 1, however, is at 4.0 acres and this causes the plat to be filed. Staff feels that a single house on lots of this nature supports a request for either variance or waiver of the roadway improvements to urban standard. However in all instances, right-of-way dedication is required in order to assure protection of the Master Street Plan corridor. F. STAFF RECOMMENDATIONS: Staff recommends approval of this application subject to the dedication of right-of-way and placement of the PAGIS Monumentation. The issue of roadway improvements will be forwarded to the Board of Directors for their consideration at the next appropriate Board's public hearing. 2 FILE NO.: S- 62 SUBDIVISION COMMITTEE COMMENT: (JANUARY 7, 1993) The owner was present and made several comments relative to his proposal supporting his request for the improvement's waiver. Jerry Gardner, of Public Works Department, indicated the roadway was a minor arterial requiring a 55 foot dedication from the centerline with half of a 60 foot roadway section. Jim Lawson of staff pointed out that even if the improvements were waived for the roadway, the dedication of right-of-way is a requirement that we recommend not be waived. After a brief discussion, the Committee forwarded this item to the full Commission for final resolution. PLANNING COMMISSION ACTION: (JANUARY 26, 1993) Staff reported that there were no remaining issues on this item, other than the three variances outlined in the applicant's request. Staff recommended approval of the application and that the variances as requested be forwarded to the City Board of Directors for consideration. The Chairman then asked the applicant to present his comments. Mr. Fletcher Clement addressed the Commission and offered brief comments on the proposal and the relationship of the neighborhood. Mr. Clement answered several questions from the Commission specifically about this plat being a continuation of the Iron Horse Estate Subdivision adjacent. There were no objectors in attendance. The Chairman then asked for a motion on this item. A motion was made to approve the request as filed with the forwarding of the variances to the City Board of Directors for final resolution.
