NEW STREET: 0 ZONING: 0-3/MF-12 PROPOSED USES: Office PLANNING DISTRICT: Boyle Park 10 CENSUS TRACT: 24.04 VARIANCES REQUESTED: None STATEMENT OF PROPOSAL: A Planned Unit Development for an office (POD) to serve United Medical, Inc., a medical supply office which specializes in customer fitting wheelchairs, both motorized and nonmotorized for the disabled community. A. PROPOSAL/REQUEST: This proposal is for an office building approximately 16,000 square feet. Eight thousand (8,000) square feet to be used as a storage and wheelchair repair and fitting area. The remaining 8,000 square feet will be made up of office and display area. B. EXISTING CONDITIONS: The site is currently vacant it is adjacent to a dead end street, Labette Drive which is a collector street. C. ENGINEERING/UTILITY COMMENTS: Place in -lieu contribution for unfinished Labette Street improvement. 1 September 22, 1992 SUBDIVISION ITEM NO.: 1 Continued FILE NO.: S-956 Little Rock Municipal Water Works A pro rata front footage charge of $15.00 per square foot applies for connection off Labette Street. D. ISSUES LEGAL TECHNICAL DESIGN: 1. Dedication of right-of-way on Labette. 2. Extend the right-of-way including the additional needed on the north side of right-of-way. 3. Include the right-of-way as part of the plat. E. ANALYSIS• This application is for a Planned Office Development on a 2.27 acre parcel located at the southwest corner of John Barrow Road and Labette Drive. The proposed development will have 225 feet of frontage along John Barrow Road and 387 feet of depth along Labette Drive. The building will be 100 feet by 160 feet with masonry construction. This proposal also includes a future 10,000 square foot addition to the south side of the building. All required parking will be provided. Many of the clients of United Medical come to this area of the city because of the medical offices nearby. United Cerebral Palsy, a client, is located immediately north across Labette Drive. The applicant has met with the City's Traffic Engineer to discuss curb cuts on Labette and John Barrow, and worked out a satisfactory traffic flow arrangement. All landscaping requirements, both on the perimeter of the property and adjacent building will be met. Sidewalks will be provided. F. STAFF RECOMMENDATIONS: Staff recommends approval of both the preliminary plat and Planned Office Development subject to resolution of the comments mentioned above. SUBDIVISION COMMITTEE COMMENT: (SEPTEMBER 3, 1992) Steve Bonds represented the applicant. There was discussion on the additional right-of-way from this site and the status of the right-of-way on Labette Drive. Mr. Bonds stated that all of the issues outlined by staff will be met. This matter was forwarded to the full Commission for resolution. 2 September 22, 1992 SUBDIVISION ITEM NO.: 1(Continued)-FILE NO.: S-956 PLANNING COMMISSION ACTION: (SEPTEMBER 22, 1992) Mr. Steve Bonds was present and represented the application. There were no objectors in attendance. After a brief discussion, the Commission determined to place this item on the Consent Agenda for approval. The approval recognizing that the developer has made a commitment on the preliminary plat to build and extend the dedication for Labette Drive. The vote on the motion was 9 ayes, 0 nays and 2 absent. 3
