NEW STREET• 0 ZONING: R-3 PROPOSED USES: Greenhouse PLANNING DISTRICT: I-630 CENSUS TRACT: 20.01 VARIANCES REQUESTED: 1. Street Improvements A. PROPOSAWREOUEST: This applicant proposes to construct a greenhouse on a Lions World Services for Blind center site, located at 2811 Fair Park Boulevard. The structure will be 1,200 square feet and will be used by the Lions Blind Center. B. EXISTING CONDITIONS: This property is already a developed tract of land with several structures in place used and occupied by the Lions Blind Center. C. ENGINEERING COMMENTS: This site will provide 20 feet of additional right -of way on Fair Park Boulevard and contribute in -lieu for half of the minor arterial street on Fair Park frontage (in -lieu not to exceed 15% of building permit value). This will provide 10 feet of additional right-of-way on 29th Street (collector) and 5 feet additional right-of-way on Tyler Street and 28th Street (residential), and also construct handicapped ramps at all corners where ramps are not existing. 1 February 25, 1992 SUBDIVISION ITEM NO.: 9 (Continued] FILE NO.: 5-941 D. ISSUESILEGAL/TECHNICAL/DESIGN: There are no significant issues attached to this site plan. The only item which needs to be resolved is the engineering comment in paragraph C. E. ANALYSIS• The Planning staff review of the site plan reveals no problems as presented. F. STAFF RECOMMENDATIONS: Staff recommends approval subject to the engineering comments. SUBDIVISION COMMITTEE COMMENT: (FEBRUARY 6, 1992) Mr. Bill Cato and Mr. Charles Pierce were present representing the Lions World Services for the Blind. There was a brief discussion on the issues outlined by the Engineering staff indicating needs for the right-of-way dedication and street improvements. Mr. Cato indicated that they would dedicate the right-of-way, but would like to ask for a waiver of street improvements. Mr. Cato, an engineer for the project, agreed to provide additional information regarding the right-of-way prior to the Planning Commission meeting. PLANNING COMMISSION ACTION: (FEBRUARY 25, 1992) There were no objectors present. Staff recommended approval for the site plan with approval recommendation for waiver of in lieu contribution for street improvements. Mr. Steve Cato, the engineer on the project, stated the Lions World Services for the Blind is a non-profit organization, and the grant money for the greenhouse does not include street improvements. After a brief discussion of the proposal, the Commission made a motion to approve the site plan with the recommendation that right-of-way be dedicated; sidewalks be built where missing and handicapped ramps be placed where required by Ordinance. The motion passed by a vote of 10 ayes, 0 noes and 1 absent. 2
