OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK, ARKANSAS
PROVIDING FOR A WAIVER OF ASSURANCE
FOR STREET IMPROVEMENTS COMPLETION
FOR LIONS WORLD SERVICES FOR THE
BLIND
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Chapter 31 of the Code of Ordinances be
amended to provide for waiver of certain requirements within the
subdivision regulation of the City of Little Rock for Lions World
Services for the Blind as follows:
Subsection a. That Section 31-431(a) be amended to provide
for waiver of in lieu contributions for all improvements on
abutting streets.
SECTION 2. This ordinance shall take effect thirty (30)
days from and after its passage.

EASEMENT DEED
KNOW ALL MEN BY THESE PRESENTS:
That Arkansas Enterprises for the Blind GRANTOR(S), for and in
consideration of One _ DOLLARS ($1.00), and other valuable
considerations, cash in hand paid, the receipt of which is hereby acknowledged,
subject to prior recorded mortgages and easements, if any, do hereby grant,
bargain, sell and convey to Citv of Little Rock. Arkansas
successors and assigns forever an exclusive right-of-way and easement for the
purposes of constructing, maintaining, replacing and repairing said right-of-way
together with the rights, easements and privileges in or to said lands which may
be required for the full enjoyment of the right herein granted, and for other
purposes consistent with the ownership of said right-of-way on Fair Park
Boulevard 20' with an east side 29th Street 10' width on north side Tyler
Street (5' width on west side), and 28th Street (5' width on south side) across,
through and over the lands situated in Pulaski County, Arkansas, described as
follows:
A twenty foot strip of land being adjacent to and parallel with the
East Right -of -Way line of Fair Park Boulevard, being more particularly
described as follows: The West 20.0 feet of Block 3 of the C.O. Brack
Addition to the City of Little Rock located in the NE 1/4, NW 1/4, of
Section 18, T-1-N, R-12-W, Pulaski County, Arkansas.
and
A ten foot strip of land being adjacent to and parallel with the North
Right -of -Way line of West 29th Street, being more particularly
described as follows: The South 10.0 feet of Block 3 of the C.O. Brack
Addition to the City of Little Rock located in the NE 1/4, NW 1/4, of
Section 18, T-1-N, R-12-W, Pulaski County, Arkansas.

A five foot strip of land being adjacent to and parallel with the West
Right -of -Way line of Tyler Street, being more particularly described
as follows: The East 5.0 feet of Block 3 of the C.O. Brack Addition
to the City of Little Rock located in the NE 1/4, NW 1/4, of Section
18, T-1-N, R-12-W, Pulaski County, Arkansas.
and
A five foot strip of land being adjacent to and parallel with the South
Right -of -Way line of West 28th Street, being more particularly
described as follows: The North 5.0 feet of Block 3 of the C.O. Brack

TO HAVE AND TO HOLD the same unto the said City of Little Rock Arkansas
and to its successors and assigns forever.
AND said Grantor covenants with said Grantee, its successors and assigns,
that they will forever warrant and defend the title to said easement and rights
against the claims of all persons whomsoever with the exception of the
aforementioned prior recorded mortgages and easements.

Loins World Services for the Blind
Dear Mr. Borkowski:
We are requesting additional zoning variances for the above referenced
proj ect.
We would like a waiver from the requirement to dedicate any additional right-
of-way for street widening. The property in question is a vital for the
training of visually impaired individuals. The loss of this property would
adversely affect the services that Lions World Services for the Blind offers.
The dedication of this property would also require moving the Loins Statue.
This statue has become the international symbol the Lions Clubs.
We would also like a waiver from the requirement to provide an inlieu
contribution for street improvements. The cost of the construction of the
proposed greenhouse is being paid with grant money that expires soon. There
is no money in the budget for this contribution.

Dear Mr. Borkowski:
Please find enclosed with this letter sixteen (16) copies of the site plan
for the above referenced project and a check in the amount of two hundred
(200) dollars to cover the filing fee for a zoning variance.
The project consists of construction of a 1,200 SF greenhouse on the
northwest portion of the Loins World Services for the Blind property at 2811
Fair Park Blvd. The greenhouse is detached, therefore we are requesting
approval of constructing multiple buildings on a single tract.
