PROPOSAL RE UEST: ENGINEER: WHITE-DATERS AND ASSOC., INC. 401 Victory Street Little Rock, AR 72201 374-1666 4 FT. NEW STREET: 540 Retail and Office Warehouse This proposal is for four lots preliminary plat to provide for the development of one tract as a retail site and the remaining three parcels to be office/warehouses. This tract of land is also subject to rezoning on this agenda and will be Item No. 7 (seven acres - Long -form P.O.D.). B. EXISTING CONDITIONS: This tract of land is in a generally undisturbed state with mature timber. The principal arterial lying along the north boundary is Highway 10. The land directly south is part of the same ownership and is in the floodway. C. ENGINEERING COMMENTS: Construct sidewalks on both sides of the proposed street and on the Highway 10 frontage. The property in this ownership - south of the south boundary - should be dedicated as floodway. Increase minimum floor elevation on building for Lot #2 to 279.5. Conform to storm water detention and excavation ordinances. 1 February 25, 1992 SUBDIVISION ITEM NO.: 3 (Continued) _ FILE NO.: S-939 D. ISSUES1LEGALITECHNICALjDESIGN: 1. The preliminary plat needs to reflect all the property owned in the title. 2. To build the street to the end of the property. 3. To show the location of the PAGIS Monuments. 4. To indicate the adjacent unplatted ground and the owner's names. 5. The existing zoning of adjacent property should be shown. 6. To indicate the water source and drainage area. E. ANALYSIS• Staff's review of this preliminary plat indicates few design issues. The points made in Item D and C above are the primary concerns for staff and the Engineering Department for preliminary plat. The other issues will be fully developed in the PUD element of this development proposal which is Item No. 7 on this agenda. F. STAFF RECOMMENDATIONS: Staff recommends approval of the preliminary plat subject to the resolution of the items pointed out above and approval of the P.O.D. application. SUBDIVISION COMMITTEE COMMENT: (FEBRUARY 6, 1992) The application was represented by Joe White and David Jones. Mr. White was instructed to place all information on the plat as required by Ordinance. He also agreed to place all of the property included in the same ownership on the plat and submit the revised plat to the Planning office before the Planning Commission meeting. The matter was forwarded to the full Commission for resolution. PLANNING COMMISSION ACTION: (FEBRUARY 25, 1992) The Planning staff has received a letter from the developer requesting this item be removed from the agenda. He further stated at such time the owner had developed a firm design and development commitment, they will refile the application. 2 February 25, 1992 SUBDIVISION ITEM NO.: 3 Continued FILE NO.: 5-939 The commission accepted the request of the developer for removal of this item as requested without prejudice. The motion passed by a vote of 9 ayes, 0 noes and 2 absent. 3
