Sidewalk waiver along Leander and relocated Caulden 2. Street radii waiver on Leander 3. Boundary street improvements on Leander, east of Caulden A. PROPOSAL/REQUEST: This application consists of a proposal to locate a new 370 unit apartment complex on a tract of land more than 21 acres. Access would be taken from Kanis Road. B. EXISTING CONDITIONS: The property within the site plan is rolling terrain with some significant grade in the area. Kanis Road lying along the north boundary is a 2 lane road with a high volume of traffic. C. ENGINEERING COMMENTS: Applicant should meet with engineering to discuss street improvement details. Excavation and detention ordinances apply. February 12, 1991 SUBDIVISION ITEM NO. 11 Continued D. ISSUESfLEGALITECHNICAL/DESIGN: There are a number of detail items on the site plan which require some resolution. These are as follows: 1. Provide grading and clearing plan for staff review 2. Increase buffer along property line to 30 feet 3. Show sign size and location on the site plan E. ANALYSIS• The Planning Staff view of this proposal is that it is probably the best design which can be gained, given the difficult circumstances of this property. There are many issues to resolve in the approval and development of this property. However, the Planning Staff does not view many of these are being insurmountable. As to the waivers which are requested, we offer the following: The boundary street improvement waiver on Leander Street should be denied. The Staff feels that the existing road is only 12-15 feet wide. It would be inappropriate to leave adjoining single family owners without improvement with significant increase in traffic. As to the sidewalk waiver, the staff supports the waiver in -lieu of jogging trails shown on the site plan. Public Works feels that additional meetings need to take place in order to resolve the amount of street improvements and access to this complex before the final recommendation. F. STAFF RECOMMENDATION: The Planning Staff reserves its recommendation on this item in order to further develop the application, the information, and our position. SUBDIVISION ITEM NO. 11 (Continued) SUBDJVISION COMMITTEE MEETING (January 31, 1991) The applicant was present. Mr. Wes Lander responded to the staff comments concerning the access, street improvements, and buffering. There was a brief discussion concerning the appropriateness of placing another access at the south property line where there is currently a fire line. This suggestion was not pursued. A brief discussion by the applicant and committee followed, clarifying several of the comments in their part of the proposal. The staff agreed to provide a zoning sketch for the above site plan to show adjoining zoning pattern. STAFF REPORT AND UPDATE: The Planning Staff called the applicant on February 5, 1991, and requested that notices be sent to adjoining property owners. PLANNING COMMISSION ACTION: (February 12, 1991) The Planning Staff offered its recommendation of approval of this site plan subject to the applicant filing a street abandonment application and submitting a plat showing all R/W in place. The staff also recommended denial of the sidewalk waiver along Leander Street. Mr. Wes Lowder, the engineer on the project, then addressed the Commission, answering questions concerning street improvements and sidewalk issues. He indicated that the staff requirement presented no problem. He pointed out that step grade along Leander Road presented a problem with respect to building the sidewalk. A lengthy discussion of the above matter then followed. Several options were discussed. Commissioner Walker pointed out that the staff recommending street improvements without curbs and gutters and sidewalks would look inappropriate along that road. The Staff agreed with Commissioner Walker stating that it will support the sidewalk waiver on this part of Leander Street where is there is no curb and gutters. 1 SUBDIVISION ITEM NO. 11 (Continued) _ A motion was then made to approve this application as amended.
