A. PROPOSALIREQUEST
This proposal consists of a three -lot replat out of
larger lot. The plat, as submitted, is proposed for
residential usage.
B. EXISTING CONDITIONS:
The site is currently occupied by two residential
homes. Streets are developed to county standards.

C. ENGINEERING COMMENTS:
Taylor Loop Road is a collector street, right-of-way
should be 30' from center line. Engineering does not
object to the requested improvement waivers. Detention
ordinance does not apply.
D. ISSUES ILEGALITECHNIC�ESIGN:
There are no issues associated with this plat.
E. ANALYSIS•
The Planning Staff finds little issue with the plat.
It is well drafted and has few deficiencies.
F. STAFF RECOMMENDATION:
Staff recommends approval of the plat, subject to minor
modifications.
SUBDIVISION COMMITTEE MEETING (January 31, 1991)
The applicant was present. He offered a few comments and
responded to some of the issues that had been identified.
There was a general discussion of the proposal. There were
no issues of significance to relate to the full commission.
The item was forwarded without further comment.
PLANNING COMMISSION ACTION (February 12, 1991)
Staff informed the Commission that the item needed to be
deferred because of the notice deficiency. A motion was
made to defer the issue to the February 26, 1991, meeting.
The motion was approved by a vote of 10 ayes, 0 nays, and 1
absent.
PLANNING COMMISSION ACTION (February 26, 1991)
There were no objectors in attendance. The application was
represented by Mr. J. B. McPherson and Mr. Kitchen. The
Planning Staff offered its recommendation of approval of
this preliminary plat giving a brief background of the
property and the notice deficiency.

Commissioner Oleson suggested suspending the by-law
requirement that the notice should be presented to Staff six
days before the Planning Commission meeting and allow to
hear this item. A motion was made to suspend by-law
requirement and passed by a vote of 8 ayes, 0 nays, and 3
absent.
Mr. McPherson, the builder, then addressed the Commission,
answering questions concerning sidewalk and all street
improvement waivers.
Mr. Gardner from Public Works then answered questions
concerning the sidewalk and street improvement waivers. He
stated that there is no sidewalk in this neighborhood and it
would be costly to attach those improvements to a small
subdivision. The possibilty of in -lieu contribution for
improvements was also discussed.
A lengthy discussion of the proposal then followed with
comments from Mr. McPherson and several of the
Commissioners. The result of the discussion was a
determination by the Commission that approval of this matter
would be in order.
A motion was then made to approve this application as filed
with the recommendation of waiver approval. The motion
passed by a vote of 7 ayes, 1 nay, and 3 absent.
