Dear Sirs:
We hereby open our Irrevocable Standby Letter of Credit in your favor available by your drafts at
sight on us for a sum not exceeding Twenty Thousand, Nine Hundred, Sixty and No/100 USD
(US$20,960.00) from the account of Walter H. Ramsey, Jr., P.O. Box 56249, Little Rock, AR
72215, ("Developer'), to be accepted by your signed statement that drawing is due to default or
failure to perform by Developer with respect to the following improvements, on or before May 1,
1997 in the Hinson Park Addition subdivision, a subdivision of the City of Little Rock, Arkansas.
The improvements to be completed on this date are listed on Attached Exhibit A hereto and are
incorporated by reference herein.
Acting through the City Attorney, you will notify us that:
1. The improvements have been timely completed and the warranty period has
terminated and the credit may be released, or
2. The Developer has failed to perform, or is in default thereunder. Any such notice
must be by affidavit signed by the City Attorney, or the City Attorney's designee. The City need
only present a sworn document that the Developer is in default and, under the terms of this Letter
of Credit, need not prove the default, or provide signed statements from any other party.

All drafts hereunder must be drawn at sight and marked: "Drawn under Boatmen's National Bank of
Arkansas Irrevocable Standby Letter of Credit No. 96-S-1821, dated May 1, 1996". The original of
the credit must be presented along with any such draft.
The amount of any draft drawn under this credit must, concurrently with negotiation, be endorsed
on the reverse side hereof by the City Attorney, and the presentment of any such draft will be a
warranty by the negotiating bank that such endorsement was endorsed and that documents have
been forwarded as herein required.
Except so far as otherwise expressly stated herein, this credit is subject to the Uniform Customs
and Practices for Commercial Documentary Credits 1993 Revision, International Chamber of
Commerce, Publication No. 500.
We hereby agree with the drawers, endorsers, and bona fide holders of drafts under and in
compliance with the terms of this credit that the same will be duly honored and payment made no
later than three days after due presentment of the credit and delivery of documents as specified if
negotiated on, or before May 1, 1997 as the same may be extended from time to time.

Rock, Pulaski County, Arkansas, more particularly described as:
Commencing at the NW corner of the E1/2 NW1/4 NE1/4 NW1/4, Section 33;
thence S02°36'49"W along the West line of said E1/2 NW1/4 NE1/4 NW1/4
208.7' to the Point of Beginning; thence S87029'03"E 329.87% thence
S02041'39"W 264.0; thence N87°22'41"W 329.50' to a point on the West line of

signatures of Robert C. Lowe, Jr., Registered Professional Land Surveyor, and Patrick M.
McGetrick, Registered Professional Engineer, the signature of the Grantor, a Certificate of
Approval by the Little Rock Planning Commission, and is filed for record in the office of the
Circuit County Clerk of Pulaski County, Arkansas, as Plat #
The Lands embraced in the said plat shall be forever known as Hinson Park Office
Addition, Little Rock, Arkansas, and all conveyances of the said lots shall bear this description.
The filing of the plat for record in. the office of the Circuit County Clerk and ex-officio
Recorder of Pulaski County shall constitute a complete and valid delivery of any easements and/or
rights -of -way shown on the Plat.
The Lots shown on this plat shall be used only for purposes allowed in the approved PUD
for Hinson Park Office Addition, Little Rock, Arkansas and all building codes of the City of Little
Rock, Arkansas shall be applicable. 4
