Dear Dana:
The Centers for Youth and Families is planning the construction of a new central kitchen facility to
prepare meals for the 12th Street campus, as well as their offsite group homes and other facilities.
I have enclosed two 11 x 17 copies of a schematic site plan depicting the campus area. The 12th
Street campus has an original platted building line of 75 feet. I am uncertain as to exactly why it
was platted this way. Several years ago my office completed a site plan review approval,
rezoned the property to 0-3, and recorded an updated replat which continued to show the original
75 building line.
At this time, I am curious to know how you and the planning staff might view a variance request
that would basically reduce the setback in the northeastern corner to the zoning standard of
around 25 feet in width. This would allow us to locate the kitchen building much closer to 12th
Street and maintain a more useable area for the future between the new kitchen and the "Shelter'
building directly to the south.

Dear Tad,
Attached is our application package for Site Plan Review of
the proposed additions at The Centers for Youth and Families
(TCYF). Included are sixteen sets of the proposed site
plan, schematic landscape plan, current boundary survey and
topographic survey for the Eastern part of the property.
Please note that the site plan shows the adjacent parcel to
the West (Tract B), also owned and operated by TCYF, but is
not a part of this application (for Tract C-2). Also, we
have filed a request for rezoning of Tract C-2 from R-5,
Residential to 0-1, Quiet Office District.
The site plan shows a proposed, three phase expansion of the
existing facilities on the property labeled as Tract C-2.
The first phase of this expansion is to develop The Shelter.
The Shelter will provide emergency and/or temporary housing
and care for runaway and homeless youth, ages eight through
eighteen. The second phase will be the development of the
Family Center. This structure will house programs for
parental education, family counseling, Stepping Stone Youth
Services and TCYF administrative offices. Some of the
programs are operating now in off -site office space that is
rented. Phase III will provide additional space for
classrooms, as well as enclosed recreational space. Each

use is programmed to share approximately half of the
available space. Existing buildings in the complex offer
care and treatment for emotionally disturbed children and
teenagers, education and counseling programs for families.
The business and administrative offices are currently
located in the Sturgis Building and in off -site office
space.
It is estimated that the construction of Phase II will be in
the 1993 to 1994 time frame. Phase III would then follow in
1996-1997. The Shelter is scheduled to begin construction
as soon as possible and working drawings are currently being
completed for the building.
We request consideration for building setback waivers at two
locations on the site. The Phase II building is sited
approximately thirty-two feet from the property line and one
corner of the Phase III building is within six feet of the
property line. There are no side or rear lot setbacks
recorded on the plat, however, the Subdivision Ordinance
would typically call for forty feet where office abuts
residential zoning. We feel that the proposed use adjacent
to the East (The Senior Citizen Center) and the existing one
on Tract B is compatible with the proposed development as
shown. We also request that the filing fees for both the
zoning and site plan review applications be waived for this
non profit organization.
All pertinent development data concerning building areas,
parking, etc. is shown on the site plan. If you should
require additional information, please contact my office for
assistance.
