A. PROPOSALIREQUEST:
This applicant proposes to construct a two story
freestanding office building on the northwest corner of
Pleasant Forest Drive and Woodland Heights Road to
accommodate fast growing computer company needs.
In addition, the developer also attempts to buffer the
office use f'rorn next door residences with(,501 wide
undisturbed strip of land.
B. EXISTING CONDITIONS:
This site is currently occupied by a one story office
building. The parking is paved and landscaped. The
west part of this tract is generally in an undisturbed
state wi.h large trees. Streets are constructed to the
city standards.

C. ENGINEERING COMMENTS:
Eliminate driveway access to Pleasant forest Drive.
Construct sidewalk on Woodland Heights road frontage.
Excavation and Detention Ordinances apply.
D. ISSUESILEGALITECHNICALIDESIGN:
a. The issues to be introduced here are as follows:
1. Identify areas where land alteration
activities occur.
2. Show side elevation and roof type.
3. Lighting should be directed away from
residential neighborhood.
b. History of site:
1. June 14, 1983, approved as a "PCD" for a
dance studio.
2. July 12, 1988, revocation of an approved
"PCD" to 110-3" with conditions:
1) Mainenance of 40' buffer area and fence
of the west and south boundary.
2) Retention of the vehicle access
prohibition along Pleasant Forest Drive.
E. ANALYSIS•
The proposed site plan is generally within conformance
of the City guidelines. The site plan does need,
however, to reflect a 40' wide undisturbed buffer
paralleling Pleasant Forest Subdivision along the
property line.
Finally, the applicant should eliminate south driveway
line recommended by Engineering Department.

F. STAFF RECOMMENDATION:
Staff Recommends approval subject to:
1. Complying with Engineering comments.
2. Submitting a revised site plan as outlined in
the analysis section.
SUBDIVISION COMMITTEE COMMENTS: (July 5, 1990)
Mr. Berg and Mr. Shoptaw were present. A lengthy discussion
followed, principally dealing with buffering and closing
driveway on Pleasant Forest Drive. Planning Staff offered
comments on Staff recommendation indicating the reasons for
keeping 40' buffer and closing driveway on the Pleasant
Forest. Drive. It was pointed out that on July 12, 1988,
110-3" zoning was approved with two conditions.
1. Maintenance of 40' buffer area and fence on the
west and south.
2. Retention of the vehicle access prohibition along
Pleasant Forest Drive.
The result of the discussion was that Mr. Berg's site plan
remain the same as presented to Subdivision Committee and
will be .reviewed by full Commission for final approval.

REQUEST: Revocation of an approved PCD
STAFF REPORT:
The Applicant is requesting to revoke a PCD that was
approved for a dance studio and office. At the time of the
Public Hearing, concern was expressed by the neighborhood
regarding,traffic and buffers, and the uses proposed. The
Commission finally voted to approve the project, subject to
the property converting back to "0-3," (office) if the
dance studio went out of business.
The dance studio has gone out of business. The applicant
would now wish to use the property as offices for a small
computer company.
STAFF RECOMMENDATION:
Approval of the revocation, subject to: (1) maintenance of
buffer area and fence on the west and on the south along
Pleasant Forest Drive, (2) retention of the vehicle access
prohibitions along Pleasant Forest.
PLANNING ..COMMISSION ACTION: (July 12, 1988)
A motion for approval of the revocation was made a passed,
subject to: (1) maintenance of buffer area and fence on the
west and on the south along Pleasant Forest Drive;
(2) retention of the vehicle access prohibitions along
Pleasant Forest. The motion passed by a vote of: 7 ayes,
0 noes, and 4 absent.

AN ORDINANCE REPEALING ORDINANCE
NO. 14,476 AND REVOKING A "PRD"
DISTRICT TITLED WOODLAND HEIGHTS
OFFICE GARDENS PCD (Z-3370-B)
IN THE CITY OF LITTLE ROCK.
WHEREAS, Ordinance No. 14,476 was passed on
July 5, 1983; and
WHEREAS, the Ordinance changed the zone classification
of "R-2" Single Family on the following described property:
Part of the E 1/2, SE 1/4, SW 1/4, Section 21, T-2-N,
R-13-W, Little Rock, Pulaski County, Arkansas, being
more particularly described as:
Commence at the NW corner of said E 1/2, SE 1/4,
SE 1/4, SW 1/4; thence South 20 feet to the point of
beginning; thence East 154 foot; thence South 125 feet;
thence East 156 feet; thence South 156 feet; thence
West 156 feet; thence South 148.82 feet; thence South
83011' West a distance of 50.65 feet; thence South
87000' West a distance of 55.34 feet; thence South
88059' West, a distance of 48.45 feet; thence North
439.59 feet to the Point of Beginning.
WHEREAS, the Ordinance was to have taken effect upon
final approval of the plan for the Little Rock Planning
Commission; and
WHEREAS, the owner has not submitted a final
development plan/plat within the prescribed time; and
WHEREAS, the Planning Commission by Resolution
No._______ _ recommended that the above described property
be reclassified and that the "PRD" classification be
revoked.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Ordinance No. 14,476 is hereby
repealed.
SECTION 2. That the preliminary site development
plan/plat approved by Ordinance No. 14,476 is hereby
revoked.
SECTION 3. tHAT THE "PRD" District classification of
the below listed property is revoked and the PCD
classification is changed to "0-3" (Office).

AN ORDINANCE AMENDING SECTION 43-2
OF THE CODE OF ORDINANCES OF THE CITY
OF LITTLE ROCK ZONING MAP WOODLAND HEIGHTS
OFFICE GARDENS PCD (Z-3370-B)
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Section 43-2 of the Code of Ordinances
of the City of Little Rock, Arkansas, is hereby amended by
amending the map referred to in that section to the extent
that the Woodland Heights Office Gardens PCD District is
hereby amended to comply with the Ordinance repealing
Ordinance No. 14,476 and that section is hereby designated
as "0-3" (Office) zoning.
