3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SOUTHWEST EMPLOYEE ASSISTANCE
5 PROGRAMS, INC.,D.B.A. SWEAP CONNECTIONS, IN AN ANNUAL
6 AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS
7 ($100,000.00), TO PROVIDE AN EMPLOYEE ASSISTANCE PROGRAM
8 FOR CITY OF LITTLE ROCK EMPLOYEES AND THEIR DEPENDENTS;
9 AND FOR OTHER PURPOSES.

11 WHEREAS,the City offers an Employee Assistance Program(EAP)to City employees and their de-
12 pendents; and,
13 WHEREAS,the City issued Request for Qualifications, Event No. 1,745 seeking proposals for Em-
14 ployee Assistance Services for City Employees,their families and other eligible individuals, and SWEAP
15 Connections was selected to be the most qualified and in the best interests of the City;and,
16 WHEREAS,Resolution No. 15,925 (March 7, 2023) authorized the initial term of the contract with
17 SWEAP Connections,with the option to extend the contract for six(6)additional one(1)year terms; and,
18 WHEREAS,Resolution No16,238(February 20,2024)modified the renewal date of this contract from
19 February 28th to January 1st; and,
20 WHEREAS,the contract term for 2025 represents year three(3)of a potential seven(7)year term.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
22 LITTLE ROCK,ARKANSAS:
23 Section 1. The City Manager is authorized to enter into a one (1) year contract extension with
24 Southwest Employee Assistance Programs,Inc.,D.B.A. SWEAP Connections, in an annual amount not to
25 exceed One Hundred Thousand Dollars ($100,000.00), to provide an Employee Assistance Program for
26 City of Little Rock Employees and their dependents, with an option to extend the contract for four (4)
27 additional one(1)year terms.
28 Section 2. Funding for this service is included in the 2025 budget line item for Employee Assistance
29 Program,accounting unit#101002,account#66200.
30 Section 3. Severabiliry. In the event any portion of this Resolution is declared or adjudged to be
31 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
32 Resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
33 unconstitutional was not originally a part of this Resolution.

1 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
2 any provision of this ordinance are hereby repealed to the extent of such conflict.
