3 A RESOLUTION TO CREATE THE PLAZA FRIDA TEMPORARY
4 ENTERTAINMENT DISTRICT,STARTING ON OCTOBER 27,2024,AND
5 ENDING ON NOVEMBER 30,2024; AND FOR OTHER PURPOSES.

7 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
8 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
9 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
10 WHEREAS,the City Board of Directors has determined the creation of a Temporary Entertainment
11 District as proposed by Ordinance No.21,761 as amended is appropriate as recommended by the Planning
12 &Development Department.
13 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
14 OF LITTLE ROCK,ARKANSAS.
15 Section 1. The Plaza Frida Temporary Entertainment District is hereby created by the City of Little
16 Rock as a Temporary Entertainment District on Tuesday,October 15, 2024,and subject to Ordinance No.
17 21,761 as amended and its defined terms.
18 Section 2. Boundaries. The Plaza Frida Temporary Entertainment District boundaries the southwest
19 corner of West 65th Street and Scott Hamiton Drive.
20 Section 3. Timeframe. The Plaza Frida Temporary Entertainment District shall be designated as a
21 Temporary Entertainment District upon the adoption of this resolution and shall expire after November 30,
22 2024. The hours of operation for the District at Breckenridge Temporary Entertainment District are from
23 11:00 AM - 9:00 PM, per the days, October 27, 2024, November 2, 2024, November 16, 2024, and
24 November 30,2024,set forth as adopted by this resolution.The City reserves the right to amend boundaries
25 and hours of operation at its sole discretion.
26 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
30 resolution.
31 Section 5. Repealer.All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
