3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,848 (DECEMBER 20, 2022) REGARDING A CONTRACT WITH
5 FLASHPARKING, INC., IN AN AMOUNT NOT TO EXCEED SEVEN
6 HUNDRED THREE THOUSAND, ONE HUNDRED FORTY-FIVE AND
7 22/100 DOLLARS ($703,145.22), PLUS APPLICABLE TAXES AND FEES,
8 FOR THE PURCHASE OF PARKING ACCESS AND REVENUE
9 CONTROL STATIONS FOR THE LITTLE ROCK CONVENTION AND
10 VISITORS BUREAU; AND FOR OTHER PURPOSES.

12 WHEREAS,the Little Rock Advertising&Promotion Commission("Commission")has determined
13 that the purchase of Parking Access and Revenue Control Stations,to be installed at the Robinson Center
14 Parking Deck, Convention District Parking Deck, and River Market Parking Deck, is needed to alleviate
15 overcrowded parking structures for citizens and visitors; and,
16 WHEREAS,the current Parking Access and Revenue Control Stations have been deemed at end-of-
17 life by the provider;and,
18 WHEREAS, the financial responsibilities for River Market Parking Deck and Convention District
19 Parking Deck on-going maintenance and repair as well as capital projects between the Commission and the
20 City are outlined in Little Rock Resolution No. 11,531 (July 1, 2003), Operating Agreement with the
21 Commission for Parking Decks, Section 2 of Exhibit A;and,
22 WHEREAS, the Commission published a Request for Proposals No. 2022-028 requesting bids to
23 provide the services; and,
24 WHEREAS,the firm of FlashParking, Inc., ("FlashParking") of Austin, Texas, provided the lowest,
25 most responsive bidder, based on price to provide the Parking Access and Revenue Control Stations at a
26 cost not to exceed Seven Hundred Three Thousand and One Hundred Forty-Five Dollars and 22/100
27 ($703,145.22),plus applicable taxes and fees;and,
28 WHEREAS, it is agreed that the Commission will contract and manage the project with 100%
29 reimbursement for the River Market Parking Deck for a cost of Two Hundred Forty-Two Thousand, Two
30 Hundred Eighty-Two and 21/100 Dollars($242,282.21)and the Convention District Parking Deck for Two
31 Hundred Seventy-Nine Thousand, Four Hundred Ninety-Seven and 41/100 Dollars($279,497.41)coming
32 from the City of Little Rock commencing at the completion of the project from funds deemed appropriate
33 by the City of Little Rock Board of Directors;and,

1 WHEREAS, the fmancial responsibility for the Robinson Center Parking Deck at a cost of One
2 Hundred Eighty-One Thousand, Three Hundred Seventy-Five and 60/100 Dollars ($181,375.60) will be
3 the responsibility of the Commission;and,
4 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS:
6 Section 1. The City Manager is authorized to enter into an agreement with FlashParking, Inc. in an
7 amount not to exceed Seven Hundred Three Thousand and One Hundred Forty-Five and 22/100 Dollars
8 ($703,145.22),plus applicable taxes and fees,to provide Parking Access and Revenue Control Stations,to
9 be installed at the Robinson Center Parking Deck, Convention District Parking Deck, and River Market
10 Parking Deck.
11 Section 2. Funds for this project are allocated in Account No. S10C474 108129.
12 Section 3. Severabilily. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
16 resolution.
17 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
18 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
