3 A RESOLUTION TO AUTHORIZE THE MAYOR AND CITY MANAGER
4 TO EXECUTE THE LITTLE ROCK POLICE DEPARTMENT EDWARD
s BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT APPLICATION
6 AND A MEMORANDUM OF UNDERSTANDING WITH PULASKI
7 COUNTY; AND FOR OTHER PURPOSES.

9 WHEREAS,The Little Rock Police Department(LRPD) received eligibility notification for the Ed-
10 ward Byrne Memorial Justice Assistance Grant Program,Fiscal Year 2024,and,
11 WHEREAS, a public hearing was held on October 15, 2024, regular Board Meeting, and LRPD ad-
12 vised the public regarding proposed expenditures from the Edward Byrne Justice Assistance Grant; and,
13 WHEREAS, the Edward Byrne Memorial Justice Assistance Grant does not require any matching
14 funds; and,
15 WHEREAS, the municipal allocation of the grant fund is Two Hundred Fifty-Eight Thousand, One
16 Hundred Seventy-Nine Dollars ($258,179.00), with Pulaski County allocated Forty-One Thousand Nine
17 Hundred Sixty-Four Dollars($41,964.00);and,
18 WHEREAS,the proposed expenditures of the Edward Byrne Justice Assistance Grant were approved
19 during the October 15,2024,public hearing:
20 Technology Improvements $46,279.00
21 Equipment SRU Bicycle Unit 50,900.00
22 Ballistic Vests 40,000.00
23 RTCC Tech Upgrades 40,000.00
24 Crisis Systems Management Level Training 25,000.00
25 Community Engagement Training 5,000.00
26 Executive Level Training 22,000.00
27 National Mentorship Training(SROs) 4,000.00
28 ATOA Training/Certifications 25,000.00
29 Municipal Allocation(Total) $258,179.00
30 County Allocation(Total) 41,964.00
31 Joint Allocation $300,143.00
32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

1 Section 1. Mayor and City Manager are authorized to execute any necessary documents and to take
2 any actions, as approved by the City Attorney, necessary to implement all parts of the Edward Byrne
3 Memorial Justice Assistance Grant awarded to the Little Rock Police Department,including,but not limited
4 to,entering into a Memorandum of Understanding with Pulaski County.
5 Section 2. Severability.In the event any portion of this resolution is declared or adjudged to be invalid
6 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
7 Resolution,which shall remain in full force and effect as if the portion so declared or adjudged invalid or
8 unconstitutional was not originally a part of this Resolution.
9 Section 3. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
to any provision of this ordinance are hereby repealed to the extent of such conflict.
