HomeMy WebLinkAbout16460 1 RESOLUTION NO. 16,460 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A MEMORANDUM OF UNDERSTANDING WITH THE LITTLE 5 ROCK SCHOOL DISTRICT FOR THE SUSTAINABLE 6 IMPLEMENTATION OF THE COMMUNITY SCHOOL MODEL; AND 7 FOR OTHER PURPOSES. 8 9 WHEREAS, the Community School Model includes the following four (4) pillars when faithfully 10 implemented: a) the creation of integrated student support services individualized to students' needs; b) 11 the expansion of high-quality out of school learning opportunities for students; c)the promotion of active 12 family and community engagement with schools operating as community"hubs"for those activities; and, 13 d)the development of a collaborative,trusting leadership of the schools that incorporates school leaders, 14 teachers,parents,and community members;and, 15 WHEREAS, when fully implemented,the Community School Model has shown empirical evidence 16 for success in terms of reduction of absenteeism rates,reduction of in-school disciplinary infractions, and 17 improved academic achievement;and, 18 WHEREAS,a vibrant partnership between a school district and community partners,including a city 19 government, is essential for sustainable implementation and growth of the Community School Model; 20 and, 21 WHEREAS,the City of Little Rock("City")committed as part of the debate over"reconstitution"of 22 the Little Rock School District ("District") following five (5) years of State control to invest in the 23 Community Schools Model as a tangible sign of the community's commitment to the improvement of the 24 District, which was followed by a budget vote by the Little Rock City Board of Directors to provide 25 initial funding for key programmatic elements of the Community School Model in partnership with the 26 District; and, 27 WHEREAS, the District has similarly shown commitment towards the creation of a partnership 28 through funding the salary and benefits for Community School Coordinators for the original six (6) 29 schools to pilot the Community School Model; and, 30 WHEREAS,the City and the District desire to enter into a Memorandum of Understanding("MOU") 31 for sustainable implementation of the Community School Model;and, 32 WHEREAS,funding for this MOU is available from Account No. S 15C507. 33 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 34 OF LITTLE ROCK,ARKANSAS: [Page 1 of 2] 1 Section 1.The City Manager is authorized to enter into an MOU with the Little Rock School District 2 for the School Year 2024-2025 for the sustainable implementation of the Community School Model. 3 Section 2. For 2024-2025 school year, the City and the District shall each provide the sum of Five 4 Hundred Thousand Dollars ($500,000.00) and shall be known as "Total Agreement Funding." Such 5 funding can come either in the form of budgeted funds, salary and benefits for employees dedicated to 6 Community Schools Programs or the cost of programs that fulfill pillars of the Community School 7 Model. 8 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 11 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 12 resolution. 13 Section 4. Repealer.
