NEW STREET: 133.4 ZONING: 0-2 PROPOSED USES: Church parking PLANNING DISTRICT: 2 CENSUS TRACT: 22.05 VARIANCES REQUESTED: None STATEMENT OF PROPOSAL: The applicant proposes a preliminary plat for a one -lot subdivision involving approximately one acre. Upon approval, it is proposed that the one lot subdivision be combined with the remaining lots of the previously approved Hinson Manor Office Park preliminary plat to eventually form a 5.31 acre subdivision to be known as Fellowship Bible Addition, Phase 2. A. PROPQ AL REQUEST: The applicant requests approval of a preliminary plat for a one lot subdivision on property south of and adjacent to the Terry Branch Library. This lot is then proposed to be combined with the remaining lots of the previously approved Hinson Manor Office Park preliminary plat to form a 5.31 acre subdivision. There is an existing 2-story residence located on the property which is proposed to remain, at least temporarily. Improvements to Napa Valley Drive are proposed. No variances are requested. B. EXISTING CONDITIONS: The site is currently zoned 0-2. Immediately to the north is the Terry Branch of the Public Library in an 0-2 zone. To the south is residential property; R-2 directly south and a PRD to the south-east. Across Napa Valley Drive is the Fellowship Bible Church facility in an R-2 zone. The site is tree -covered and a residential structure stands approximately mid -way back on the lot. There is, approximately, a 10 to 17 foot rise, front to back, on the lot. C. ENGINEERING/UTILITY COMMENT: Engineering will require one-half of Napa Valley Drive to be constructed to Master Street Plan standards, and that a sidewalk be constructed. Engineering notes that the Detention and Excavation Ordinances are applicable. Water Works reports that on -site fire protection will be required, and that a pro-rata charge of $2.50 per foot applies for connections off Napa Valley Drive. Wastewater Utility reports that the existing house on the site is currently not served by sewer. Sewer service is available, but the sewer line serving the Library is a private line and may not be tied on to. If the residence is to remain, it must be tied into sewer service. AP&L will require easements. The Fire Department approved the submittal without comment. Southwestern Bell approved the submittal without comment. D. ISSUESZLEGAL/TECHNICAL/DESIGN: The preliminary plat which has been submitted is deficient in the following areas: 1) contours are shown at 5 foot intervals in lieu of the 2 foot intervals required for topography which has an average slope of less than 10%; 2) the proposed design of the boundary street (Napa Valley Drive) is to be shown, as is the required sidewalk; 3) the zoning classifications within the platted area and of abutting areas is to be shown; 4) the location of proposed PAGIS monuments is to be shown; 5) the surveying and engineering certifications are to be completed and executed; and, 6) the book and page number, or instrument number, 'of abutting subdivisions is to be shown. A preliminary bill of assurance is required to be submitted. E. ANALYSIS• The proposal involves platting land which has not been previously platted, then combining the lot which is created with property which was platted earlier in 1993. This 2 October 5, 1993 SUBDIVISION ITEM NO.: 3 (Continued) FILE - -B process is the result of additional property being acquired by Fellowship Bible Church for church parking and a planned Church Offices and Classroom building. There are no major deficiencies in the documents which have been submitted which cannot be remedied. F. STAFF RECOMMENDATIONS: Staff recommends approval of the request, subject to the documents being amended and completed as noted above, and subject to the Engineering comments. OBDIVISION COMMITTEE COMMENT: (September 16, 1993) The applicant and the applicant's engineer were present. Staff presented the request and the applicant's engineer, Pat McGetrick, outlined the proposal. Staff presented the deficiencies noted in the discussion outline, and Mr. McGetrick indicated that he would make the needed corrections. After a brief discussion by the Committee, the item was forwarded to the Commission for final review. 3
